It's a propped cantilevered crane base for crane 3. Crane 3 will most likely be disassembled by the core crane and reassembled onto the new support. This will allow delivery trucks access along street and permit the crane to jack itself up the exterior of the building.

This one is really starting to have an impact. Both of these shots were from the 7+Fig shopping center yesterday, which was pretty busy.
