There are many reasons people hate Bettman that have nothing to do with locating teams (eg, all the stupid rule changes, the re-arranging and renaming of divisions and conferences, too much expansion).

Bettman's tenure as Commissioner has been long [nearly 20 years] and rocky. I think it might be good for someone else to have a go at the job, perhaps a Canadian this time. That's the peculiarity of the NHL: it's a Canadian game played by Canadians and yet 3/4 of the teams are South of the border and it's run by an American. I guess it's never been any different, though.
