That's good question, the river hasn't had flood controls constructed yet. In the meantime, I assume the canals simply won't exist. I've never heard exactly how that's going to work. Likely a very long way away too, perhaps another decade.

Looks to me like the bypass channels are the canals, so those would start at earliest, sometime like fall of this year?
