Hillsboro Parks and Recreation Commission to discuss buying land for AmberGlen "central park"

HILLSBORO -- The Hillsboro Parks and Recreation Commission will discuss whether to buy nearly five acres of land to set aside for a "central park" in the city's AmberGlen community.

If authorized, the city would pay as much as $3.1 million for the property. Last November the commission approved a capital improvement plan that set the price for the property at $1.02 million. That price was subsequently updated on Aug. 14, after a parks commissioned and appraisal, according to staff reports.

The city would use system development charges (SDCs) to purchase the land. The city council would need to approve the agreement with AmberGlen LLC., the current landowner.

The land is between AmberGlen Parkway, Northwest Gibbs Drive and Compton Way, according to city documents.

The commission is also hearing an update on the department's collection rates SDCs as well as updates on current and future department projects, such as the Orenco Woods master plan.

An intergovernmental agreement between Hillsboro, Cornelius and Forest Grove regarding how to best align the Council Creek Trail is also on the docket.

Hillsboro is being asked to front up to $10,000 in system development charges for the study, largely funded by federal funds.

The commission will also hold an executive session to discuss buying additional lands for park development.

The Parks and Recreation Commission meets Oct. 23 at 7 a.m., 4400 N.W. 229th Ave, Hillsboro.

Intel plans massive expansion to $3B D1X fab
Portland Business Journal by Erik Siemers , Business Journal staff writer

Intel Corp. on Wednesday announced it will expand its $3 billion D1X research fab in Hillsboro, in a project that could double the size of the facility, now under construction.

Intel spokesman Bill MacKenzie said the Santa Clara, Calif.-based chip maker (NASDAQ: INTC) won't disclose the size of the expansion or the amount to be invested, though he said it would be "comparable" to D1X. That suggests the entire project will approach $6 billion in cost and twice the originally planned square footage.

The expansion will also include building an office building, a manufacturing support building and a parking structure.

...

MacKenzie referred to original D1X project as Mod1. The expansion will feature a second module, called Mod2, that will be built onto Mod1.

It will serve the same research and development function — in other words, it won't be a high-volume production facility. The expansion, MacKenzie said, simply adds additional capacity to that work.

"It’s really just an extension of D1X," MacKenzie said.

...

Work on the extension will also begin in 2013 and will take more than two years to complete. The company expects to begin installing manufacturing tools in Mod2 sometime in 2015.

I can't read the full text because i am not a member but it looks like their finally going to revive the round and mentions first moving the city hall into a building on the site. I really didn't think this would ever happen but i hope whatever plans they have work out.

Hillsboro's Pearl District? City Council to vote on proposed $120 million Orenco development on Tuesday

HILLSBORO -- The city of Hillsboro and Vancouver-based developer Holland Partners Group are banking on urban living taking off in the suburbs, and the developer hopes to break ground this summer.

The Hillsboro City Council will hear a work session on Tuesday for a proposed $120 million development in the Orenco Station neighborhood, then vote on whether to approve the development agreement with Holland on the same night.

If it's passed, "The Platform District at Orenco" will be that much closer to a reality.

"It's important to us to break ground this summer so we can head off increases in construction costs and interest rates," Gary Vance, Holland Development Director, said.

The three buildings will add 590 units of housing, all with ground-floor retail options and on-site structured parking. Combined with REACH Community Development's Orenco project, the Northwest Housing Alternatives senior project nearby, and Holland's recently completed and ongoing developments - some 1,284 units could be headed to the Orenco neighborhood...

Here's a bigger version of that image:

It looks like this basically just fills in all the blocks that were empty near the MAX station.

...So, basically the five closest blocks North of the station are being developed, which will finally fill the urban fabric gap between the MAX station and the Orenco Station developments. Someone in Holland Partners has given this project some urban flare orienting retail on the "main street" and playing with a pseudo-European train station with plaza theme.

So is it the area that's the parking lot, that little shelter thing, and the flattened out areas between the warehouse looking building labeled Forest Dental Products, Inc. and NW 231st to the east and west and Campus Dr and the MAX on Google maps?

Anyone know if there's any plan for the empty site at NW Cornell and 231st? That would seem like a good site for a taller building to kind of anchor the site at a major crossroads. It would seem like a good spot for a decent business class chain hotel. I can think of a number of similar Sheratons, Westins, Marriotts, Hiltons, etc that have built towers on similar sites that are near both transit and a major employer.

It seems like an obvious gateway type location, but given what's across the street I'm not hopeful. That and having the airport nearby probably limit the options for it.

There are plans to turn it into a public park...

Hillsboro approves Holland's 900-unit plan for Orenco Station
Wendy Culverwell Business Journal staff writer-
Portland Business Journal

http://www.bizjournals.com/portland/..._du_pub&page=2

Quote:
Hillsboro’s Orenco Station will cater to renters and shoppers as one of the region’s most active developers pursues a multi-building project.

Vancouver-based Holland Development Group will construct 894 residential units and up to 25,000 square feet of retail space on the remaining undeveloped lots at Orenco Station under a development agreement approved this week by the Hillsboro City Council.

The agreement grants Holland major property tax breaks under a state program to encourage “vertical” residential projects as well as an initial discount on the system development fees it charges developers to mitigate impact on public infrastructure...

...In all, more than 1,280 residential units are proposed for the Orenco Station area. Reach Community Development Corp. is developing a 150-unit affordable project immediately to the east of the Holland sites.
Quote:
Highlights

Public Plaza: The plaza will occupy a 1.62-acre site bordering the Orenco Light Rail Station platform and is intended to serve as a focal point for the neighborhood.

East Podium: A six-story structure with 245 dwelling units and approximately 10,000 square feet of retail space and a parking garage will be constructed on a 1.79-acre parcel on the east end of the property. The architectural style will reflect Orenco’s industrial history.

Central Podium: A six-story building with 114 residential units, 7,000 square feet of retail space and structured parking will occupy an 0.75-acre site. The architecture will be a nod to old train stations.

West Podium: A six-story building with 220 residential units, 5,000 square feet of retail and commercial space, and structured parking, including park-and-ride spaces. The 2.3-acre site is a TriMet parking lot. The garage will include a minimum of 125 parking spaces for public use by TriMet riders.

Hillsboro's Platform District at Orenco still not a done deal as some roadblocks remain
By Andrew Theen, The Oregonian

Quote:
HILLSBORO -- The Platform District at Orenco, the three-building project centered around an urban plaza and a Hillsboro MAX station, still faces uncertainties.

The developer, Holland Partners Group, still hopes to break ground on one of the six-story buildings in August. "It's a mammoth project and it takes a lot of time," Gary Vance, Holland's development director said.

Some bureaucratic wrangling remains for the developer, which envisions a transformative mixed-use community built on two vacant fields and a park-and-ride lot north of the Orenco/Northwest 231st Avenue light-rail station. The $120 million project involves the city, TriMet, and the Federal Transit Administration in addition to Holland, the Vancouver-based developer.

...

The most significant question mark remains Holland's desire for a financing agreement with Clean Water services for costly system development charges. "If we don't get that financing," Vance said of the sanitary sewer fees, "There will probably have to be changes to the project."

"But we're optimistic," he added. Vance estimated the CWS system development charges to be $6.8 million.

More multifamily going up in Hillsboro:

http://www.myhregroup.com/portfolio_...238&ctgry_id=1
Quote:
Myhre Group Architects was responsible for the architectural design and planning entitlements for this mixed-use apartment development in Hillsboro, Oregon. The project consists of two separate four-story residential buildings containing a total of 203 market-rate rental units, and a detached clubhouse containing a large common room, kitchen, exercise room and leasing office. All dwelling units will be accessed by internal "double loaded" corridors, and contain individual private decks. The project contains a total of 237,000 square feet, and a total of 287 parking spaces, of which 70 are "tuck-under" spaces located behind both multi-family residential buildings. Construction is anticipated to be complete in the fall of 2013. The total construction cost of the project is estimated to be approximately $26 million.
I believe this refers to the construction going on at the corner of 206th & cornell at 2499 NW 206TH AVE. Myhre group just pulled a permit this month for that address in hillsboro with a valuation of $13,295,465.12. I love how they managed to get the valuation down to the penny. Here is a link to the City permit data for the month: http://www.ci.hillsboro.or.us/Buildi...thlyIssued.pdf

They did the grading and some foundation work several months ago and it's just sat there for awhile but they are working on the site again. Driving by the site the parking footprint seems pretty large compared to the building size.
