The 718' figure might be from the water, on the downhill side.

There's still a proposal over 1000' across the street to the north, on the uphill side of the block across from the Columbia Center. Called 4/C, it would be primarily housing, with about 1,000 units. I suspect Civic Square might give that a boost, as it'll give the neightborhood more of a mixed-use vibe vs. being primarily offices, government, a couple hotels, and homeless (a lot fewer of the latter thanks to the new mayor). 4/C had some FAA issues, and has been slow-played by the developer for years, but they just bought a small site across the street as well and I suspect they'd like to start in 2023/4. The small site would be a great help for construction offices/storage in the short term, and a potential tower site later.

^^True.... but Civic Square has a better chance of getting built IMO!
