Residential isn't allowed on this site, it's owned by the Port Authority. But even if it were, what was destroyed here was not residential space. Residential space and new residential towers are going up all over Manhattan and even the other boroughs are seeing and increasing number of residential towers go up. Putting up residential towers here instead of office defeats the purpose of having built the WTC in the first place, not to mention the billions spent on the PATH hub. Once you give up on office space Downtown, there is no more commercial Downtown because the older buildings are slowly being converted to residential, and without modern office space anchoring, other companies will simply leave.
