I mentioned the Eiffel tower precisely because it is not a building at all.
It is only this type of landmark to entertain people, but has no actual use for locals, aside of course from being a very valuable tourist attraction.
From a local standpoint, it is mostly (if not only) valuable as a historic structural engineering showcase. That's it.
Can't tell whether this Tulip would stand for any engineering feat nowadays, though.
It might just be some tourist gadget.

It could be that London, like Paris, could be suffering from being a lackluster tourist destination and this is needed to bolster tourism. This would surely help bring in tourists and their money. It is purely a tourist gadget.

Paris doesn't a gigantic penis to bolster tourism..... Look at the stats. For the 5th or 6th year, Paris has regained her crown as most visited city in the world just as France is the most visited country in the world with 80 million tourist in 2017 and 2018.

Tourists coming to France aren't looking for ridiculous phallic objects but for authenticity, culture, food, wine, music, beaches, mountains...etc. The list would be a bit long here.

From a skyscraper perspective it is certainly an interesting time in London, there are several skyscraper clusters emerging, the most prominent being Canary Wharf, then the City, but also in Battersea-Vauxhall and Croydon.

London and Paris tend to be at or near the top for rankings of attracting international tourists. This is part of the City of London’s goal to awaken the city out of office hours and create a cultural mile.

The misleading thing is the city centre is not marked out by the highrises. It's a tale of two cities.

Many people don't consider it the heart despite how it powers the economy, as the 570,000 per sq mile density falls into a veritable ghost town of 3,000 (very gilded) individuals at night. However watch this space, the authorities that long kept it a lean, mean money-making machine uncluttered with residential concerns are now making it a cultural destination:

In the pic below the West End/ City of Westminster area is in bright red, whilst the main financial district (the City of London) is in darker red next to it. Together they form much of the city centre, though strictly speaking its grown well beyond those medieval entities, having reached as far west as Kensington and Chelsea by the Victorian times and recently crossed the river and spread into the East End, following decades of cultural, business and construction booms (orange).

Although the cluster in the foreground (Canary Wharf et al) looks large it's not part of the centre - bear in mind the foreshortening affect of perspective, it'd appear much smaller if in the orange zone at the back:

To recap Westminster is a largely protected area of thousands of heritage buildings so not many highrises are going to impinge on it. Many of the tall building projects are pushed into the areas adjunct to Westminster, away from its protected sightlines, in outposts as far off as the Docklands, Vauxhall, Elephant & Castle, Stratford etc, these nodes of highrises fleshed out or forming that is making the city a multi-nodal entity, though they aren't strictly part of the city centre. There is currently a big impetus to change the city from facing west to facing east, where much of the transport infrastructure is becoming centred on.

In other words, the skyscrapers don't define the centre (protected Westminster et al), a lot of the development is outside of it on the 'approaches' and in satellite nodes. But they are in effect 'growing' the centre, knitting up areas into one day an ever larger whole, as befitting the large population growth (+120K a year). This is why the construction is booming, population pressure + property bubble + overdue housing crisis + office demand long constrained by heritage laws.

London Centre for Music
Designs for a new multi-use concert venue for London have been announced. Located on the current home of the Museum of London (due to relocate to Farringdon) on London Wall, the designs by Diller Scofidio & Renfro envision a venue open to the public, with the main auditorium suspended from the ground, a second venue at the top of the building looking south towards St Paul’s Cathedral, and smaller performance spaces throughout.
