Did condo prices at Aqua skyrocket in 2011?

I've been hearing that real estate in Chicago is a steal compared to Toronto, and looking around, it does indeed look like everything is about 1/2 as expensive... except at Aqua. I saw the price history of a 1100sf 40th floor unit, which descended from $450k in 2009 to roughly $300k in 2011, but somehow jumped to $800k before settling at $600k in 2014. What happened there??

It also begs the question of why everything was so cheap to begin with? An average condo in downtown Toronto is $600 per square foot, and $800 in Vancouver.

Well, Chicago isn't in the middle of a real-estate bubble, for one.
