Cool shit? This will most likely look like every other undersized Casino in Canada with nothing that makes a drive even from central Ottawa worthwhile. It will pull almost all of it's gambling revenues from the immediate area. Voluntary tax. Beats involuntary I guess.

Before long, we may see a proposal to expand the gaming facilities. The press release said 13,000 square metres of gaming space-thats 140,000 square feet and that is double the size of Casino Lac Leamy (70k sq ft gaming). I don't know if that was a typo or what, but if it was accurate, you can bet they'll be back asking for expanded operations-which is in line with the rest of this proposal.

If this happens, the city will have managed to successfully skirt/bypass any due process and debate about location, ownership group etc... That being said, at this point, I would support an expansion because there is no point in going half in on this project. Still, Melnyk got the shaft from city. Never even got a chance to present a proposal.

He's got Lebreton so I hope the city fully supports him on that and everyone wins.

There is something very sinister in the relationship between the Ottawa senators (Melnyk) and the city and its quite unfortunate. The bad blood started with Soccer and Lansdowne and was never repaired. He should have had an opportunity to submit a casino proposal, plain and simple, and our city should afford him the respect to submit one and seriously consider it. This is on Jim Watson; no ifs ands or buts.

I also think there were some very unfortunate actions by both sides behind the scenes that is contributing to this mess. I like Watson but I despise the way he has managed the relationship with Melnyk. Melnyk is no angel, he's a tough, irrational business person but his organization contributes greatly to this community in many ways and there needs to be respect for how he has contributed to the fabric of our city. That respect is not there.

Rideau Carleton Raceway complained like paupers that they needed the casino to save the horse racing industry and related jobs. Now they get almost a half billion dollar project out of it. Makes me sick. Now someone like Melnyk who wasn't looking for handouts, who wanted to go through the process, is on the outside looking in. I'd rather go to Lac Lemy. Went to an event at the Hilton this past weekend. Felt like I was transported to another city.

Completely agree on both counts. I was at Lac Leamy after the Sens Rangers Saturday game 2 weeks back and its got a full on Vegas feel to it. The place was electric. The way they've renovated, added a nightclub etc.. is attracting a young crowd and its paying off.

I love that Hard Rock is looking to transform RC, but we need due process. Its got to be fair and if someone wants to propose a Casino in another location, as a citizen, I'd like to see the proposal. We can't shaft people and shut doors with a restricted tendering process.

I suspect the reasoning things unravelled like they did was that the city was scared any discussion of location would devolve into a referendum on gambling and they didn't want to risk it. Still, the right decision would have been to open this right up.

I don't have any skin in this game as I am not a gambler nor am I am a City of Ottawa taxpayer but holy cow does this look like a bit of a gong show.

I honestly can't believe this is happening, including the fact that Hard Rock is going to plop down hundreds of millions for a casino... there.

But who I am I to judge: casinos are likely licences to print money no matter where you locate them.

PITTSBURGH — Eugene Melnyk isn’t the least bit pleased with the decision to move the Hard Rock Casino into Rideau Carleton Raceway.

The Ottawa Senators’ owner, who has expressed his desire to have a casino development in Kanata more than once in the last five years, told Postmedia in a statement Tuesday he was caught off guard by the announcement by the OLG to accept a bid for $320 million redevelopment of the racetrack.

Not only is Melnyk upset he had to find out by a press release that the decision had been made for the raceway to enter into partnership with the Hard Rock group, he doesn’t like the way the work was done by Ottawa Mayor Jim Watson on this file and is determined to find what happened in the process to make this decision.

“We have been informed about this developing situation through a third-party press release,” Melnyk told Postmedia in an email Tuesday. “We were never informed by the Mayor’s office and we have made it clear and very public of our interest in a casino project for some time.

“We view this very dimly and will release a statement upon completion of our review.”

This news comes as the Senators prepare to host Game 3 of the East final against the Pittsburgh Penguins Wednesday night at home with huge excitement around the city about the club’s prospects of making the Stanley Cup final. It’s the first time since 2007 the Senators have had the chance to be among the NHL’s final four teams.

Make no mistake, this isn’t going to help Melnyk’s relationship with city hall and Watson in particular. Melnyk made a bid for a $500-million redevelopment of the land where the Canadian Tire Centre is in Kanata in 2013 to build a casino but didn’t get the backing of Watson back then.

Instead, city council backed Rideau Carleton as the only acceptable location for gaming. At the time, Melnyk let everybody know he wasn’t happy with the decision and he was more upset that he wasn’t given the opportunity to at least make a proper pitch before the decision was made to have OLG negotiate with the racetrack.

Under the terms of the agreement with the OLG, reports indicate the city has budgeted to receive $5.6 million in revenues in 2017 from the casino which is why Watson and city council have say in the matter. Their backing means a lot in the OLG decision.

Yes, Melnyk’s RendezVous LeBreton bid won the right to redevelop LeBreton Flats and build a new arena in April, 2016 but he hasn’t announced plans of what he’d like to do with the land where the old rink sits.

There has been speculation in the past that a casino and hotel may fit the bill to help the area if the Senators are able to close a deal with the National Capital Commission for the redevelopment of LeBreton later this year.

A Casino/entertainment district at the old CTC would've been a good flip. It's on the 417, close to other shopping/cinema/restaurants, people and transit will be going (close)...

I don't understand how the city can just hand it to Rideau-Carleton wihtout even giving Melnyk a chance and how Hard Rock (a once-cool, now half-closing brand) is looking at this saying "yes, I would like to plop down XXX million dollars to renovate this casino in the middle of nowhere please"

Because people have this weird obsession with "saving" horse racing, as though they are entitled to government protection to keep them alive when the industry is clearly unsustainable. Just let it die already, it's 2017.

Who are these "people" of which you speak? Did they have any say in the decision of where to locate the casino? Was it Watson and other city/provincial officials? Or is this just a "cause" that you personally support?

Everything about this deal smells funny and no way Hard Rock spends 500+million on a casino expansion with only 21 tables. There must be more closed door deals that have been hammered down.

Council can unlock revenue source at Hard Rock casino, but it comes with a price

Blackjack could be the city’s golden ticket to reducing the snow-clearing deficit or property tax increases, but municipal politicians would need to be willing to take a bigger risk on government-sanctioned gambling.

Council holds the cards that largely determine the future success of Hard Rock Casino Ottawa, which will emerge on the Rideau Carleton Raceway property over the next three years.

The city-imposed limit on gambling capacity at the site – a maximum of 1,250 slot machines and 21 table games – will almost certainly come up as Hard Rock works on its $320-million upgrade of the entertainment centre and casino.

It would eventually start with a request from Hard Rock, although chairman Jim Allen indicated this week that the company doesn’t anticipate moving quickly on addressing the municipal gaming restriction.

Council could get cold feet about another gambling debate, and maybe rightfully so. The last casino controversy, which was in 2013, was about where an expanded gaming house should be located in Ottawa.

Council voted 16-7 to keep gambling at the horse track, scuttling Eugene Melynk’s hopes of building a $500-million casino complex in Kanata.

With that issue put to rest, political minds will turn to the question of how much gambling should be in Ottawa.

Adding more poker and roulette tables to the revamped casino would increase the chances of council adding to the $5.6 million it expects to receive in hosting commissions this year.

So, council is possibly on course for another casino calamity: Should it get in the way of private business and a chance to boost its own coffers, or should it be mindful of public health and infrastructure concerns that come with expanding gambling options in this city?

Gloucester-Southgate Coun. Diane Deans opposes more gambling at the site and she questions creating a larger entertainment attraction on the raceway property, which she says isn’t the right location for such a complex.

“I think we have to remember that this is a rural area not served by public transit,” Deans said, underscoring her worry about the potential traffic increase in her ward.

Deans also shares concerns with Ottawa Public Health about feeding gambling addictions. The health unit in 2013 recommended that council not increase the availability of gambling, since around 13,000 people in Ottawa had already been experiencing gambling problems.

Increased municipal gambling commissions aren’t worth the risk, Deans said.

“I think it’s a problem that the government is addicted to gambling money,” she said.

Other councillors believe the city shouldn’t hold back Hard Rock from creating a bona fide casino when Casino Lac-Leamy is raking in money from Ottawa players.

“They should blow it right open,” River Coun. Riley Brockington said.

“If there’s going to be an upgraded casino at the race track, it should provide an assortment of casino games and options that will keep people in Ottawa and not see people travel to Hull to spend their money.”

Brockington said keeping money on this side of the Ottawa River is his main motivation when considering the casino, not the financial benefit for city coffers.

Stephen Rigby, the president and CEO of the Ontario Lottery and Gaming Corp., said gambling capacity in Ottawa is in the hands of city hall.

“The city has approved certain table games, certain slot levels. I respect those decisions and I think there will be a conversation going forward at the appropriate time,” Rigby said this week. “We’ll contribute to that if we’re asked, but at the end of the day it’s the city’s judgement we will abide by.”

The OLG will be there to offer input on economic impact and the social responsibility of gambling, Rigby said.

Health implications will likely play a major role in any decision on adding table games or slot machines to the Hard Rock casino. Council already failed to have influence on the operating agreement between the OLG and Hard Rock.

OLG spokesman Tony Bitonti confirmed Wednesday that council’s health-related recommendations from 2013 aren’t in the contract.

Council wanted restrictions on electronic gaming machines, loyalty programs, automated teller machines, credit accounts, maximum bet sizes and alcohol on the casino floor. In addition, council didn’t want a new casino to be a 24-hour operation.

Bitonti said Hard Rock will continue to work with the city as the company develops the site plan and he highlighted the company’s awards on responsible gambling initiatives.

Council in 2013 also considered directing 6.5 per cent of the city’s gaming commission to help the public health unit fund gambling prevention programs, but the majority of politicians voted against the idea.

The health unit warned that if council increased gambling there would be higher costs for addiction treatment and a greater need for outreach programs.

Bay Coun. Mark Taylor said concerns about health impacts clearly outweigh the financial potential of increasing gambling in Ottawa.

The city also shouldn’t expand gaming to simply get a bigger cut of the gambling revenue, Taylor said.

“I wouldn’t be supportive of gaming expansion, period,” he said. “Government is not a business. We’re not here to make money.”

This is most definitely the stupidest proposal I have ever seen! Waaaaaay wrong location! All to save a couple hundred jobs at a racetrack...

Shouldn't whatever money OLG "earns" be used to benefit the people of Ontario, as it's a crown corporation? Or am I way off the mark here?

Hmm. I was thinking, both the Rideau Carleton RacewayHard Rock Casino and the proposed Bowesville LRT station are in the middle of nowhere. Guess what! They are only a couple kilometres apart. I wonder if just like the surprise Trim Rd, airport and Moodie Dr. LRT extensions, there will be a surprise Hard Rock Casino extension?
