If they would've planned from the get go to make it walkable, they could've done so and made Scottsdale Rd that way. As it is, its still more walkable than your traditional intersection with 3 strip centers and a gas station and over time could be made more so. New Urbanist projects all across the country slowly change far more suburban places into walkable ones.

One could argue that is was "planned properly". It is 25-30 miles outside of the PHX CBD, at least 5 miles north of Old Town. Back when they "planned" this area it was meant to be a thoroughfare, just like the rest of the Valley.
I'm not saying I agree, but 10 years ago there wasn't much up there but washes and cacti, so why would they build it for pedestrians?
