Part of the reason it doesn't look wide enough is because it's drawn on the wrong block. The tower was supposed to stretch from the north edge of the train tracks north across 9th avenue and from the western edge of fourth street to halfway down the 600 block of ninth avenue, over top of what is now the 5th street subway, which hadn't been constructed yet, if I recall. It's still a good illustration though.
The structure does not look as though it would have been plausible unless it were constructed of plate steel for the majority of it's height, and even then, wind loads and sway would have been excessive. It would have been 300 feet taller than the world trade center (700 ft if you don't include the WTC radio tower) though not as tall as the burj dubai (which is estimated to be between 2600 and 3300 ft; no one knows with certainty)
