Unlike Quebec, I think NL also gives out of province students the same cheap tuition.

I have a friend (Ontarian, like me, grew up in GTA) who is getting a masters degree in music pedagogy at Memorial (apparently they have a very good program for that). She's paying dirt cheap tuition and got a very generous scholarship that's actually more than her tuition, so she's actually getting paid to go there in a sense.

You only have to look at a map to know why Newfoundland does that and Quebec does not.

Exactly, tuition costs are pretty irrelevant compared to the costs of actually getting to St. John's!
