Taipei District Prosecutors Office is investigating the Farglory Group corruption case. Chair, Chao Teng-hsiung, and the New Taipei City councilor, Chou Sheng-kao, were detained after a night of questioning. The judge considered that the circumstances showed their involvement in a string of activities, together with accomplices who had not yet been questioned. Thus in the afternoon, the two were charged with violation of the securities and exchange act, with bribery and embezzlement and were ordered to be detained incommunicado. The Farglory Group stressed that will understand the reasons for detention as soon as possible and appeal.


On June 30, investigators made an application to the Taipei District Prosecutors Office to detain Farglory Group Chair, Chao Teng-hsiung and the new Taipei city councilor, Chou Sheng-kao. This was sent to prosecutors in the afternoon and lawyers examined the application. In the middle of the night, the two were brought before a judge who questioned them. The hearing concluded at 4 am. At around 9:30 am Chao was again questioned by the judge. On the afternoon of July 1, the two were finally charged and held on violating the securities and exchange act.

There are accomplices in Chou's role as a witness to bribery and these have not been questioned, they need to be cross-examined on this. On Chao's part, there are concerns about altering and destruction of evidence with his accomplices and witnesses. They both have strong incentives to back up each other's testimony and collude further.

In this corruption investigation, it is suspected that there was embezzlement of Far Glory finances to buy land and bribery to facilitate this. The case may widen and after the corruption scandal broke, New Taipei City Mayor 's Eric Chu appeared, emphasizing for the first time that the relevant local government records had been sent to the prosecutors and any corruption within local government would not be tolerated.

Currently, these projects have not yet been approved and are still in review, yesterday we announced if there are any suspicious circumstances, we will halt the whole process.

There is speculation is the prosecutors' actions will lead to a second wave of searches and questioning. The spokesperson said there was a set procedure which will be followed.

We are still in the middle of the investigation, depending on the results of questioning we will then handle matters accordingly. The focus at the moment is on today's work.

From June 29, as a result of the Criminal Procedure Law amendment, the time from investigation to detention cannot be over 48 hours. Both accused attempted to apply for release on bail, citing poor health, but this was not granted. The Far Glory Group issued a statement, saying that it will fully cooperate with the investigation, and it was in the process of understanding of the reasons for the decision on detention, and would then lodge an appeal.

Sad to see this, but not surprised. I never liked this company. They have so many land and building around Taiwan and 95% are just plain ugly. Nothing good for Taiwan.

Taipei Mayor Kao has battled with Farglory Group for more than 2 years in safety issue. It looks like Mayor will win this battle.

Prosecutors seek 24-year jail term for property tycoon

Taipei, Oct. 31 (CNA) The Taipei District Prosecutors' Office on Tuesday sought a sentence of 24 years in prison for Farglory Group (遠雄集團) founder Chao Teng-hsiung (趙藤雄) on charges that include bribery and breach of trust.

The Taipei District Court granted prosecutors' requests on July 1 to detain Chao, who controls Farglory Land Development Co. and its main affiliated companies, and two others on suspicion of bribery and embezzlement involving several public construction projects.

The other two were New Taipei City Councilor Chou Sheng-kao (周勝考) and Hung Chia-hung (洪嘉宏), chief secretary of the Construction and Planning Agency (CPA).

After a four-month investigation, prosecutors on Tuesday indicted 31 people involved in the cases, including Chao, Chou and Lee Sush-der (李述德), former head of Taipei's Department of Finance.

Chao has been indicted by prosecutors for embezzling funds from Farglory Life Insurance Co (遠雄人壽) in 2007 and 2008.

Prosecutors requested a sentence of 10 years for Chao for falsifying financial reports and 14 years for bribery, including eight years for paying kickbacks to Chou and other New Taipei City officials in 2013 to facilitate the rezoning of a former coal mine in Tucheng District (土城) and a factory in Xinzhuang District (新莊).

Meanwhile, prosecutors are seeking a 10-year jail term for Lee on charges of his alleged violations of the law in the project to build the Taipei Dome.

Lee has been indicted for financially benefiting Farglory Land Development Co., the main contractor for the Taipei Dome project. He was head of the city's finance department from 1998-2006.

Prosecutors have also indicted Chou, seeking a 10-year jail term for allegedly taking and offering bribes relating to the projects in Tucheng and Xinzhuang.

Hung has been indicted on suspicion of taking a NT$120 million bribe from Farglory Land Development Co. to secure bids on public construction projects.

However, because Hung has since returned NT$35.5 million in illegal gains, prosecutors have asked the court to treat him with leniency.

After the indictment, the court will determine whether Chao, Chou and Hung, who have been detained since July 1, will remain in detention or be released on bail.

Meanwhile, a lack of evidence meant that prosecutors decided not to include former President Ma Ying-jeou (馬英九), who served as Taipei mayor from 1998-2006, as part of the indictment.

A further 13 people involved in these cases have received deferred prosecutions.

TAIPEI (Taiwan News) – Farglory Group (遠雄集團) Chairman Chao Teng-hsiung (趙藤雄), the developer of the Taipei Dome (大巨蛋), should spend 24 years in prison, prosecutors said Tuesday, indicting him in five separate cases, while former President Ma Ying-jeou (馬英九) will likely be investigated for his eventual role.

A Farglory spokesman said the company would cooperate with the Taipei District Court in clearing up the matter. Chao has been accused of involvement in various schemes, often involving the payment of bribes to government officials in return for construction contracts.

A total of 31 suspects were charged Tuesday, including Chao and two sons, former Finance Minister Lee Sush-der (李述德) for infractions allegedly committed while he headed Taipei City’s Department of Financial Affairs, New Taipei City councilor Chou Sheng-kao (周勝考) and former chief secretary of the Ministry of Interior’s Construction and Planning Agency Hung Chia-hung (洪嘉宏).

Lee, who served in the Taipei City Government when Ma was mayor, could face 10 years in prison for allegedly illegally favoring Farglory in the Taipei Dome deal. Prosecutors will investigate whether Ma was also aware of the practice and a suspect in similar illegal favors for the development group, reports said.

The Taipei Dome, a 40,000-seat stadium with a commercial complex, has been a major bone of contention between Farglory and the current Taipei City Government, headed by Mayor Ko Wen-je (柯文哲).

The other cases Chao was indicted for Tuesday include the illegal payment of high consulting fees by his construction company to benefit himself, the payment of bribes to government officials to win construction and repair contracts for several government projects.

The court was likely to decide later Tuesday whether there was still a need to keep the tycoon in detention, where he has been since July.
