Taiwan is competing with Brazil to host the 2017 Summer Universiade, with the result expected to be announced this week in Brussels.

The two cities in contention, Taipei and Brasilia, will both be asked to provide a 90-minute presentation before the International University Sports Federation (FISU) Executive Committee makes its final decision at 7pm Central European Time tomorrow.

The presentation will mark the nation’s third bid to host the Summer Universiade. The first unsuccessful bid was launched by Kaohsiung in 2007 to host this year’s event. It lost to Shenzhen, China.

The second failed bid was made in 2009, when Taipei sought to host the 2015 Summer Universiade, which will be held in Gwangju City, South Korea.

To win the right to host the high-profile event, Taiwan dispatched a 40-person delegation to Belgium to coordinate the bid. The delegates include officials from the Sports Affairs Council (SAC), the Taipei City Government and the Ministry of Education.

Council Minister Tai Hsia-ling (戴遐齡) and Taipei City Deputy Mayor Timothy Ting (丁庭宇) arrived in Brussels on Saturday and began preparatory work at the venue where the final decision will be announced.

Taipei City Mayor Hau Lung-bin (郝龍斌) and the rest of the delegates left for Brussels yesterday.

Izmit in Turkey had previously expressed interest in the 2017 bid, but withdrew because of financial issues.

Members of the FISU Executive Committee visited Taipei last month to determine whether the city was fully prepared to host such a large-scale sports competition.

The delegation met President Ma Ying-jeou (馬英九) and Premier Wu Den-yih (吳敦義), who both agreed to give their full support if such an event is to be held in Taiwan.

Marc Vandenplas, a FISU executive, said on Friday that he was impressed by Taiwan’s preparations.

The plan presented by the Taipei City Government is complete and solid, Vandenplas said.

Taipei has some advantages, such as a comprehensive medical system and the fact that the main venue designated for the 2017 Universiade is in the downtown area, he said.

This meets the Universiade’s goal of integrating with the host city, he said, adding that his visit to Taiwan last month — his first visit — helped him gain a better understanding of the city.

Over the weekend, Hau said Taipei was ready for the 2017 World University Games after hosting the Deaflympics in 2009 and the Taipei International Flora Expo last year.

The city government said that the soon-to-be-constructed Taipei Dome sports stadium was a big advantage, as it is located at the center of the city, making its easier for athletes and staff to get around.

Another advantage is that the city already has most of the infrastructure required to host the event, with only about 15 percent of the necessary facilities still to be built.

In addition to the World University Games, Taipei is also bidding to host the 2019 Asian Games. For both sports events, the city plans to invest a total of NT$96.5 billion (US$3.17 billion), which accounts for half of the city’s annual budget.

Taipei wins bid to host 2017 Summer Universiade (update)

Brussels, Nov. 29 (CNA) Taipei has won the rights to host the 2017 Summer Universiade, beating Brazil's capital Brasilia, the games committee announced Tuesday.

"On behalf of the whole delegation and all the citizens of Taipei, we would like to express our sincere appreciation to the FISU (International University Sports Federation) for choosing Taipei as the host city for 2017 Summer Universiade," said Taipei Mayor Hau Lung-bin, who is heading a delegation to Brussels for Taipei's bid.

"There's an old saying, 'Where there is a will, there is a way.' This is the fifth time we've taken part in the bidding," he added. " And finally, we made it."

Taiwan's second-largest city Kaohsiung has made three unsuccessful bids, the last in 2007 for the 2011 games, and Taipei in 2009 bid unsuccessfully for the rights to the 2015 Summer Universiade.

Launched in the Italian city of Turin in 1959, the Universiade is a biennial sports event for university athletes from more than 130 countries.

LOVE it. Keep the next generation coming to Taipei (Taiwan), and Taipei will surely develop overtime in the hearts and minds of those around the world.

It's also raining inside the Taipei Tennis Center, which cost 2 billion NTD to build and that doesn't prevent the basement, parking lot and even the courts from being flooded. Many worry that the leaking and flooding may become an international embarrassment if the games coincide with a typhoon season.

The Formosa Cup ITF tennis tournament is a test event for the Taipei Summer Universiade. Players from all over the world gathered at the Taipei Tennis Center. However, due to the heavy rain of the past week, the indoor stadium actually started to leak which was an embarrassment to the international tournament.

It's supposed to be an international event venue, but if it's leaking, the players may refuse to compete there, they could get injured, so I think we need to move quickly on this and tighten things up.

Rainwater was leaking from the indoor stadium roof, although it was not a heavy leak, this is an international-standard venue which cost nearly NT$2 billion. The underground parking lot has many water leaks and the ground is covered with water. Taipei City North District Project Office Dept. of Rapid Transport Systems said that repair has started immediately, and the venue will improve before the Summer Universiade starts.

The gutter drainage is normal height, but when it comes to heavier rain, the water overflows to the joints, where the junctions are, so we found that we have to strengthen the junctions there.

The DORTS North Dist. Project Office said the completion of the venue is scheduled for after July. As this has been discovered now in the project inspection period, it will immediately report to the contractors so that they can remedy this before the Universiade officially starts.

雨水沿著室內賽場屋頂,不停落下,雖是小水滴,但畢竟這是砸了近20億蓋的國際級場館,室內球場的品質卻是如此,甚至連地下停車場,也多處漏水,地面到處是積水!北市捷運局北工處表示,目前已立即處理,世大運開賽前一定會改善.

送電室也淹!世大運網球館漏水 法籍教練場勘超傻眼

為了世大運花了19億蓋的網球館,被踢爆根本是積水館!因為防水工程沒做好,只要一下雨,裡面就會漏水,甚至場地也都是水,選手一邊比賽,工人得一邊擦地板!就連地下室的送電室,一堆電線也差點泡水,相當危險!連法國籍的教練來場勘,都說看不下去了。

網球比賽激烈交峰,選手很忙,但旁邊的志工更忙,外面下點小雨場館就漏水,只好拿著毛巾在求場擦啊擦,畫面實在有夠誇張。

記者何佳芸:「這裡就是北市府花了19億,蓋的最新網球場館,但與其說它是網球場館,還不如說它是積水館比較實在,因為只要一下雨就會變成這樣。」

觀眾席地面大片漏水,是要人怎麼走?門口也堆了一堆沙包,才下點小雨水就一直淹進來,工人甚至清出超大一盆水,有夠落漆。



記者:「你自己看了會不會覺得很丟臉?」

網球選手:「會!非常丟臉,就花很多錢然後蓋成變這樣。」



網球教練:「因為他現在是叫一個人在那邊擦嘛,事實上這場地不能比啊,因為場地會滑啊,踩到就會受傷啊。」

丟臉還丟到國外,法國籍教練來場勘也傻眼。法國籍網球教練:「如果場地是危險的,我不會讓我的選手比賽,我沒有到震驚啦,只是有點驚訝,因為這是一個全新的場館,不應該有這樣的品質。」

這個場館夠慘了,地下二樓更誇張。記者何佳芸:「地上停車場也很誇張,除了地面都是積水,送電室裡面更危險,明明一大堆電線,結果全是水,難道都沒人管嗎?」

送電箱幾乎要泡到水,電線跟水只差那麼一點點距離,快碰水的地方電線甚至還外漏,這個讓柯市長拍胸脯掛保證沒問題的網球場,雨一下毛病通通現形,柯文哲出國傳聖火迎接世大運,不趕緊改善,恐怕世運熱火就要被這滴滴答答的雨給澆熄。

The Taipei 2017 Summer Universiade Torch was officially lighted in the Italian city of Turin.

The flame is set to burn until August 30, the date of the Universiade's Closing Ceremony at the Taipei Stadium in Taiwan.

The Italian city was chosen as the venue to mark its role as the host of the first ever Universiade in 1959.

"Each Universiade is of course a special moment in the life of the International University Sports Federation (FISU)," said FISU President Oleg Matytsin.

"We know our biggest competitions are also very special moments in the lives of the many thousands of students they touch as athletes, as organisers, as volunteers, coaches, officials and fans.

"With a vision to shape the leaders of tomorrow through their experiences of international student sport, the Universiades are the most powerful tool at our disposal.

"In this regard, I am confident that Taipei 2017 will greatly help FISU achieve its vision."

During the ceremony the original Turin 1959 torch was also lit.

It was then passed by Professor Gianmaria Ajani, the rector of the University of Turin, to Matytsin.

He then transferred the flame to the Taipei 2017 Torch, which was held by Ko Wen-je, the Mayor of Taipei.

Ko then handed the Torch to Athens 2004 Olympic taekwondo champion Chu Mu-yen, who ran the first leg of the Relay.

"The Torch Relay for Taipei 2017 links the past, present and future of the Universiade," added Matytsin.

"As it does so, it is a reminder that we at FISU are stewards of a great tradition that has served countless leaders around the world, including Thomas Bach, the President of the International Olympic Committee.

"They have all learned from their participation in the Universiades.

"Like all rights holders of major international multi-sport events, FISU is determined, as I am determined, to do everything to make each edition of the Universiade an improvement on the last.

"The bar has been set very high by previous hosts of the Universiade.

"I am very pleased about the support that the Taipei 2017 Organising Committee and the Taipei City Government have shown FISU in working to do even better."

Following the ceremony in Turin, the flame will now head to Napoli, the Italian host of the 2019 Summer Universiade.

It will also visit Thai capital Bangkok, host of the 2007 Summer Universiade, and South Korea’s Daegu, host of the 2003 edition, before making its way to Taipei.

The domestic leg of the Torch Relay will see the flame visit all of the country's 22 cities and counties.

The 2017 Summer Universiade will be the largest international sports showpiece that Taiwan has ever staged.

It will feature 21 sports and be held in venues across Taipei, Keelung, New Taipei, Taoyuan and Hsinchu.
