I think most people would agree that the city most definitely needs an aesthetic facelift... No? If you did that along all of broad street it wouldn't look out of place at all. Plus, it would be one less impervious surface and you wouldn't have to spend money to fix the concrete every few decades, either.

Does anyone remember how N. Broad looked with flowers planted in the traffic islands a few years back? What started out as a good idea quickly became a nightmare on north broad, and the flower islands were eventually cemented. Maybe upkeep was the issue, I'm not sure. It was the area just north of city hall and it extended north several blocks.
