1. For clarification, 360 Main (the former commodity exchange tower) is not finished, and will look much more slick afterwards
2. Simple, really, for a couple reasons:
a) It's not like Winnipeg voted on one building to light up and picked this one
it's up to each owner indivisually
b) That owner (who owns the 360 Main tower as well) is using lighting for many of their properties where it's applicable, this one included.
c) Because it's flat and white, making it much easier to project anything (changes colour and patterns)
d) Precisely because it's basic and dull, they tried to make it more interesting. Lighting is just one of many more upgrades performed here. Because of the solid concrete exterior, doing anything more than lighting to brighten it up wasn't financially reasonable
