Well, as a Canadian who visits NYC frequently, this might explain the neverending road and infrastructure work I encounter....Constant expansion of power and sewer!

It's in the render, but that's not part of the public deck. More for maintenance workers, etc.
The thing with the construction workers is temporary.

As stupefyingly beautiful as that last pic is, can anyone answer the question of whether--if ever--that piece of embarrassment at the bottom will be hidden from view from every conceivable vantage point??
I seriously doubt they would give public access to that staircase on the crown. Thats downright dangerous. The staircase the construction workers are posing on on the deck would be amazing if it was permanent.
Isn't there a 2nd floor inside the Observation deck that that staircase could be for? they could have assembled it on the deck because the parts are too heavy to bring up in the elevators ... and then winch it inside the tower ...
