Downtown Update - Astra Watch - Summer/Fall Timeline of 2023 - Final Beam Placed



...This construction project will bring what has been billed as the state’s tallest tower thus far, adding hundreds of high-end luxury rental apartments in the Downtown core.

At approx. 450 feet, the Astra Tower would inject 380 units into the core of Downtown, across from the Gallivan Center. It is one of over a dozen new high-rise projects in various stages of the development pipeline and or construction in the downtown area.

It will continue two ongoing trends Downtown: new, skyline-altering skyscrapers, and an impending swell of people living in the city center...

Many of these projects only require staff approval when they fit existing guidelines and scoring. Still, some have required design changes that triggered public meetings and Planning Commission approval, as seen with Lusso 2. Despite this, new buildings are going up with numerous more planned or proposed...

...The south west corner of 800 West and North Temple – which used to host the Gateway Inn and a Wienerschnitzel drive-thru restaurant – will become Gateway Living, an apartment complex by Argyll Development located at 805 W. North Temple.

Gateway Living features around 260 units in studios and two bedrooms. The building will feature a central courtyard with a pool and a rooftop deck. The building is planned to be seven stories, with three floors of parking and four for living.

According to a new report by Hire a Helper that analyzed recent Securities and Exchange Commission filings, whether to cut costs, gain a more beneficial tax rate, or be closer to a target market, about 9% of corporations in the United States moved their headquarters within the past fiscal year -- the highest percentage since 2017...

...According to the most recent SEC figures, 593 (or 8.9%) of the roughly 6,700 publicly traded corporations in America moved their HQs in the past fiscal year (i.e., March 2022-March 2023).

2022-2023 had the highest rate of corporate headquarters relocation in seven years, and it's been on the rise since it took a dip to below 7% in 2020 (likely due to the pandemic).

Comparing the absolute number of companies moving their offices year-over-year, the 593 corporations moving HQs in 2022-23 represents a 29% growth over the fewer number of companies (458) that relocated in 2021-22.

Hire a Helper's report, it is also the highest year-over-year bounce in a decade, besting even the post-pandemic return to activity in 2021-22. That was a banner year, where the number of corporations relocating their HQs went up by 25%.

Top States that won HQ moves

Two other states had notably strong showings, Arizona (+65%) and Utah (+57%), both saw very impressive growth in the number of HQs of America's corporations they now host.

Salt Lake is a great City and they have treated us well. So, I think we will keep doing business there.

Clearwater Homes of Utah and Watt Investment Partners of Santa Monica, CA, will start construction on a 138-unit market-rate apartment project at 360 West 200 South in the heart of Salt Lake City’s warehouse district.

The project aspires to be “iconic, remarkable, and aesthetically enduring” – “a source of pride for the local community” according to the local developer, Clearwater’s Micah Peters.

Peters has developed Paragon Station on the same block, and also is under construction with the Paperbox project with PEG Development just behind the Zephyr Lofts site...

...The name “pays homage to the depot district and the historic Zephyr engine/line that steamed into Salt Lake City on the Union Pacific rails,” Developer Micah Peters told Building Salt Lake.

Infilling surface parking lots between the historic Westgate Lofts on the east and the Dakota Lofts on the West, The Zephyr will rise eight stories to 85 ft. Sitting on D-4 zoning, the developers have entered the design review process in order
to exceed the zone’s nominal 75 ft height maximum.

The Zephyr’s 138 units will be a combination of 70 studio, 55 one-bedroom, and 13 two-bedroom apartments.

It’ll be parked at a 1:1 ratio (140 stalls), with the upper floor of the podium parking incorporating 3 car city parking stackers.

Street frontage will consist of gyms, a leasing office, and a small bar/restaurant space. Clearwater’s Peters says he’s in conversations with a local artisan operator that has several food + beverage businesses in the neighborhood. The retail
space offers 1800 sf and a 20-seat outdoor patio.

It will provide a public walkway from 200 South to the midblock right-of-way that skirts the Paperbox development.

The Zephyr Project's excavation can be seen in the photo below to the right. Salt Lake City and its greater MSA/CSA construction
are firing on all cylinders as its vacancy rate dips to under 2%. This, yet still historic construction levels cannot begin to keep up with ever-increasing demand.

SALT LAKE CITY — Plans are moving forward to build a new state history museum and increase security on Capitol Hill.

The Capitol Preservation Board and architects are finishing designs for the new Museum of Utah, a multi-million dollar facility to replace the old State Office Building and data center that sit north of the Capitol building itself. Demolition will start this summer of 2022.

The design, which will closely mirror the existing Capitol, will also include an area for tour buses to come in and a large landscaped plaza for people to enjoy

The entire project is estimated to cost $219 million, with $110 million coming over from money saved from the construction of the new Utah State Prison, Russell said. Gov. Spencer Cox has requested that $85 million go toward the North Capitol project, with another $7 million in ongoing funds, according to his 2023 budget. As of Monday, SB6, the legislative bill that covers all sorts of infrastructure and general government spending, lists $68 million toward the project.

It's unclear whether the proposed funds in SB6 would complete the remaining cost of the project.

There are also economic variables that can change the total cost of the project.

"Of course, we are concerned with the continued escalation of the construction market due to labor and material shortages," Russell added, in an email to KSL.com.

Still, the new building is now projected to open in either late 2025 or early 2026 — about 12 to 18 months later than originally anticipated because of earthquake mitigation work that is expected to lengthen the project timeline, Ortiz said.

The delay, however, puts the building right on track to open just in time for a major nationwide celebration...

Downtown Update - Redevelopment, Seismic Upgrades, Renovation and Restoration of Historic Temple Square Campus. Summer/Fall Timeline 2023

Current Temple Square setup. Note in upcoming plans how the structures fronting the Temple at the north and south will be demolished and replaced in different positions in their relationship to the Temple itself. The more modern structures that now front the Temple on both sides will be removed and new structures with a more historic vibe will be constructed to the sides of the Temple. This will open up the iconic structures approach. Landscaping and water features will also be redeveloped, again affording the historic Temple improved site lines. Also, a significant part of the redevelopment will be subterranean structures and seismic upgrades.

Church President Russell M. Nelson announced the pioneer-era temple will close December 29, 2019, and will remain closed for approximately 7 years while undergoing a major structural and seismic renovation. The temple is expected to reopen in 2026 with a public open house.

“This project will enhance, refresh, and beautify the temple and its surrounding grounds,” said President Nelson. “Obsolete systems within the building will be replaced. Safety and seismic concerns will be addressed. Accessibility will be enhanced so that members with limited mobility can be better accommodated.”

The surrounding area on Temple Square and the plaza near the Church Office Building will also be affected as existing buildings are demolished and the area undergoes renovation and restoration. The existing annex and temple addition on the north side, which were built in the 1960s to add needed support facilities and more sealing (marriage) rooms, will be demolished and rebuilt.

Update - Downtown Adj - The Mixed-Use SPARK Apts. - North Temple TRAX Corridor - By Brinshore Development

Of Note: Whitney Weller, Senior VP at Brinshore, told us that they “in conversations with Neighborhood House for the child care space,” adding that they are “also speaking with other non profit organizations as well as food focused enterprises that would complement the residential community.”

SPARK! Provides high density mixed-income, workforce housing with 50 percent of its units designated affordable. The color, materiality, and texture of SPARK! takes its cues from the industrial and durable materials of the adjacent power plant including brick, steel, and metal panel nodding to the past in a clean modern format. The weathered timeless look of Coreten steel and dark charcoal brick at the base are offset by light metal paneling with bright colored accents on the higher massings, which is softened by lushly landscaped terraces and roof gardens that are home to bee hives, providing fresh vegetables and honey to the residents. The community fronts Temple Street and the transit station with a small urban plaza and street-facing retail, which opens to a courtyard shared by tenants and customers alike. Open space along the ground floor on the north side of the community is reserved for bike trails and edible gardens that include fruit-bearing trees, rosemary, sage and lavender. Providing residents and the public a place to stop and soak in the aromas of the garden and deepening the connection between the established and the new. The units on the upper floors are arranged in a large “U” shape surrounding a private residential courtyard and numerous roof terraces. SALT LAKE CITY — Salt Lake City leaders and developers broke ground Tuesday on a new multi-use, multi-income project backed by $15.5 million city funds. The development hopes to include multi-income housing, retail, childcare opportunities, and other amenities...Salt Lake City District 1 Councilwoman, Victoria Petro, says the housing should be affordable for many based off the area's median income.

"If we look at the [median incomes] that will be served here, it goes from 20% up to 80%," Petro said. "Those are certainly the families that are being displaced. It's not just preventing their displacement, but it's allowing them to stay in their community in a dignified beautiful new rejuvenative way."

...Salt Lake City Mayor Erin Mendenhall says before developments like Sparks begin, the city reaches out to the community to see what residents need and want in their neighborhoods.

"What I would say in terms of the broader development of this area is we asked the neighborhood what they need and what they want, and then when the city invests its investing in those very things the neighborhood community asked for," said Mendenhall.

Massive $59M Sugar House fire most likely caused by heaters or electrical issue, report says

SALT LAKE CITY — The cause of a massive fire at an apartment complex under construction in Sugar House last fall, which prompted hundreds of tenants to be evacuated from an adjacent complex for days and some businesses to close for two weeks, is officially considered to be "undetermined."

That's according to a final report on the incident.

However, the most likely culprits are either large space heaters that were placed on the upper floors just days prior to the fire igniting, or an electrical problem, according to investigators from the Salt Lake City Fire Department and the Bureau of Alcohol, Tobacco, Firearms and Explosives...

Cleanup Progressing and Reconstruction Beginning

Sugar House Community Council Update: Re-construction is underway with work occurring both on and off the site. Minor repairs are being made on the parking garage while new wall panels are currently under construction at another construction site. Due to this and other factors the re-build is expected to be completed much faster than the original construction, in about eighteen months. This will be a five-story building containing 200 luxury apartments with the ground floor dedicated to retail, including restaurants and a bike shop.

Updates - The Alta Terra Project - Sugar House District - Under Construction

This two-part project is now under construction with foundations completed, and the structure is rapidly taking shape on the south site. The north site has now been fully excavated and will soon begin installing foundations. Vehicle/pedestrian access is currently restricted to the east end of Ashton Ave. The sidewalk along the frontage of the south side property will be closed for safety due to the heavy truck and machinery traffic entering and leaving the project and adjacent staging area.

Its sibling will be built across Ashton, bringing another 118 homes in a 94-foot building on what had been a vacant surface parking lot. That project was separated for administrative reasons and has already been approved.

In all, the pair will bring 346 new homes of various sizes to the neighborhood, which has nearly 2,000 apartments under construction or very recently completed.
Note: The Alta Terra will be replacing a parking lot and single-story structures, including a large 24-Hour Fitness Gym.

Eastern Bench, University of Utah - Spencer Fox Eccles School Of Medicine - Under Construction


The University of Utah broke ground in October 2022 on the new state-of-the-art home for the Spencer Fox Eccles School of Medicine. The new 185,000-square-foot building will become the hub of the university’s nationally recognized health sciences campus. The facilities will accelerate the school’s ability to provide the highest quality medical education, advanced research, and patient care. The $185 million facility has been made possible, in part, by funds from a landmark gift of $110 million from the George S. and Dolores Doré Eccles Foundation and the Nora Eccles Treadwell Foundation. The gift provides support not only for the building but also for medical education programs and cardiovascular research.

University of Utah Health is the only academic medical center in the Mountain West, providing patient care for nearly 10% of the geographic area of the continental United States. The construction of the medical education building is expected to drive the most critical evolution in the medical school’s history and be used across three primary areas: education, research, and clinical care.

Downtown Update - 348 East South Temple Apartments - Commencing Construction


348 E. South Temple was once a mid-century modern gem designed for International Business Machines Corp, IBM, an early pioneer in technology. Since then, the structure has served as a home to a grocery Pioneer, American Stores, and, most recently, the Drug Enforcement Agency. Today we are pioneering a unique housing solution and rehabilitating the structure as luxury open-plan apartments. The Historic building will also house the leasing office and clubhouse.

The owner has endeavored several submissions to the city to support restoring the building instead of tearing it down, which would have been much easier. The final solution has been to construct a new eight-story infinity structure, apartment tower immediately south of the existing structure. It has been imperative to design a beautiful building that compliments the elegant lines of the existing building but does not overshadow or mimic the architecture of the IBM Building. The result is a minimalist structure that respects the proportions of the existing apartments with contemporary detail and a refined pallet of materials. The South Temple Apartments are an inspiring addition to the history of South Temple.

The office to residential trend is gaining some momentum in Salt Lake City. Several weeks ago we reported on the 14-floor HK Tower that will be part of a new 260-unit residential development at 100 South and 500 E. Two blocks away, at 348 E. South Temple, another architecturally-significant office building is undergoing conversion. Built for IBM in 1960, the structure’s outstanding feature, its three stories of repeating concrete arches, will front a new structure and offer 182 new units Downtown. Those “luxury open-plan apartments” will be a part of project offering high-end amenities to tenants, including a bowling alley and a golf simulator.

Downtown Update - Salt Lake City School District Office Building


Summary - Size: 60,000 SF - Services: NJRA Architects, Full Architectural & Engineering Services.


NJRA designed a new Administration building for Salt Lake City School District, which will house a major portion of the school district departments and employees, as well as the district board room and professional development spaces. In the design, the existing school district administration building, surface parking, and parking structure will be replaced with new facilities on the same site. The new plan consists of a 2-level parking garage partially below grade (approx 113,000 SF total) and a 2-level office building above (approx 60,000 SF total).

Due to the tight site, which houses many district departments as well as off-street parking for employees and patrons, the design incorporates 2 outdoor plazas above portions of the parking garage, for employee use and well-being. Also, due the nature of the facility as well as the location in downtown Salt Lake City

These additional steps and guidelines are to ensure that the future structure is a responsible addition to this TSA-MUEC zone, and the surrounding community.

Eastern Bench, University of Utah - The Kathryn F. Kirk Center At The Huntsman Cancer Institute - Completed





Hunstman Cancer Institute (HCI) at the University of Utah is pleased to announce a major hospital expansion: The Kathryn F. Kirk Center for Comprehensive Cancer Care and Women’s Cancers at HCI. The new patient care facility will extend from the north end of HCI’s buildings on the campus of the U of U in Salt Lake City. Located within the U of U Health medical infrastructure on campus, the expansion will allow the HCI to grow by 220,000 square feet and add 48 new inpatient hospital rooms. It will include four floors of clinical space, an expanded wellness and integrative health center, two floors of faculty offices, and two floors available for future build-out based on patient needs. The Kathryn F. Kirk Center for Comprehensive Cancer Care and Women’s Cancers will increase HCI’s clinical care capacity by 50%.

East Bench Update, University of Utah Student Housing - Kahlert Village Expansion - Completed

...The University of Utah is embarking on an effort to transform its 170-year-old campus by doubling on-campus housing—adding 5,000 new student beds by 2030. To reach that goal, the university will launch a public-private partnership, also known as a P3, with a company that can design, finance, build and maintain the new student housing...

...The 2002 Winter Games provided a timely infusion of new and remodeled housing in and around Fort Douglas as the university played host to the Olympic athletes’ village, but even those apartments are aging now. The university opened the first phase of Kahlert Village in the fall of 2020, which added just under 1,000 beds, and is currently building the fourth wing of Kahlert Village, (pictured below)which will add another 430 beds and is expected to be ready for students in the fall of 2023...

... undergraduate enrollment is projected to grow to 40,000 over the next seven years. The U will need about 10,000 housing units to allow one of every four students to live on campus.

“We know that students who live on campus have a vastly different college experience from those who do not,” said Andrea Thomas, chief experience officer. “Living on campus for just one year can boost everything from increased on-time graduation rates to a greater sense of belonging. New student housing is critical to our efforts to create that Utah Fresh first-year experience.”

To reach the goal of 5,000 new units, the university will work with a private company that can plan, construct and operate student housing that will look and feel like the rest of the rooms, apartments and suites managed by Housing and Residential Education. Over the long-term contract, the university would continue to own the housing and the land beneath it...

Kahlert Village, a Live-Learn Community, was initially designed to include 1,422 beds in four residential wings, but was scaled back due to uncertain demand at the time. Three of the four planned wings were constructed, and the building opened in the fall of 2020 with 992 beds. In spite of these new beds, we were unable to accommodate over 1,200 requests for on-campus housing in the fall of 2021.
