Greater Manchester had the highest rate, 23 of those 83 homicides were a one-off event at the Ariana Grande concert bombing but even without those it's still 60 homicides in the year, a rate of just over 2/100k. A few years ago Greater Manchester was getting annual numbers in the 25-45 range from 2009-2016 so there's an uptick there, numbers in the 50s and 60s annually were last seen in the early to mid 2000s.
Liverpool and Birmingham also seem to have seen increases in the past year or two. Merseyside was mostly getting annual homicides in the 15-20 range and West Midlands in the 25-35 range back in 2013-2016.
With London also seeing rising rates at the moment it seems several of the larger cities are seeing increasing trends after the 40-year lows seem in 2013-2015. Homicide rates are still below where they were 10-25 years ago though.
The local figures can be pretty volatile especially for the smaller police areas (Warwickshire and North Wales for example seem to have had a bad 12 months but next year might well be down towards the bottom of the list if they just see 6 or 7 fewer homicides)
Scotland used to have a significantly higher homicide rate than England /Wales but in 2017 they had 64 homicides, a rate of 1.2/100k, not very different from England. Northern Ireland had 24 homicides in the year to Feb 2018, a rate of 1.33/100k.
