The boats depicted outside of BPro are paddleboats that would be rented, not coming from the Buffalo River (they're essentially creating a pond at BPro's front door on top of the museum). The ones shown near the Buffalo News- I assume that means the covered canal off the river will be navigable?
They've been pretty up front that this is a generic environmental review that will look at the big picture and not necessarily where each piece fits to allow flexibility in the master plan which will evolve over time. So a 'district' is the plan for now- what actually gets built is market-driven.
2009 is environmental review, some road work, aud demo, and the start of the Marine Drive parking ramp.
