Probably not. The last round of annexation with Rockyview was all kinds of ugly and essentially ended with the idea that they would be able to keep what was left and develop it themselves.

As long as it is high density enough, which it seems the province is going to force them to do, I don't especially care who has it (even if unicity is better, you avoid the worst of the race to the bottom for tax revenue by having minimum standards).

Wouldn't the race to the bottom for tax revenue really only apply to commercial and industrial development? As I understand it residential generally costs more than it is worth with lower densities costing even more.

At rural densities since you have a lot less services if for example you aren't doing sewers it is likely possible to come out even for housing. And businesses need workers/consumers! Plus racing for revenue includes getting people since higher level grants are distributed partially by population.

This hasn't been the case with Rocky View, they have been losing more money than they would like through housing. As such, they have been looking at minimum densities for rezzie and actively seeking commercial and industrial developments.

Rockyview I think is really coming around to understanding that country residential, although in high demand, is incredibly unsustainable, especially from a municipal finance point of view. If the costs of services were really put on residents, country residential would be a lot more expensive than it is now.
