none of us think the roofline is the full height. we're all aware that the spire is part of the final height.
nevertheless, if the official height is 352' and the spire is, say, 40', that still means the roofline of this building is still nearly 50' higher than boise's current tallest across the street, so it will be visually obvious that it's taller.
given the tower's location and the arduous history of the site itself, it's a solid project for downtown. the fact that it will be a new tallest is merely icing on the cake.
