“We’re excited to see residential on State Street, which is a fairly new addition to the ecosystem,” said Christian Harrison, the Downtown Community Council chairman.
“It is a good sign that State Street is turning a corner. We do hope it spurs more development farther south along State Street.”

“Offices are daytime [operations] and don’t create vibrancy or activity in the evenings. In downtown, they create dead zones,” Planning Director Norris added. “Apartments put eyes on public spaces basically all day long. Those residents tend to go out at night and walk around the neighborhood. It enlivens downtown.”

The $90 million project is being praised for its prospects of bringing more residents to downtown Salt Lake City.

Convinced that downtown living is increasingly desirable, real-estate developers Cowboy Properties and Boyer Co. want to build a 24-story apartment building on State Street between 100 and 200 South...

...The $90 million high-rise would include roughly 300 apartment units and a rooftop swimming pool. A five-story parking terrace would be built on its east side, hidden from street views by surrounding buildings.

Although rent levels would vary, Cowboy Properties President and CEO Dan Lofgren said most would cost near the “top of the market in today’s market. We’ll have studios to very large two bedrooms, units that go for under $1,000 [a month] while some of the largest will be several thousand.”...

...“As the downtown residential market has evolved, and as we massaged what we thought was the best option, this residential tower emerged,” Lofgren said. “Downtown Salt Lake City has become an amenity-rich environment. It’s become a great neighborhood. The pieces that were missing 10 years ago — not that it was bad then — are now filled in.“

First and foremost: the Harmons City Creek market at 135 E. 100 South. “The grocery store makes it a neighborhood,” Lofgren said. “For many household configurations, the option of living downtown has become the preferred option. These are households hoping to live without a car, households looking for the convenience of being close to work, households energized by all the activities downtown, households attracted to this notion of a high-rise and the views and lifestyle it offers.”

At the projected rent levels, he sees these apartments appealing to people working at high-tech and financial-services companies, law firms and banks. Retirees also are likely renters, Lofgren added, “drawn especially by the arts downtown — the symphony, the ballet, Eccles Theater. That’s a pretty full basket of offerings.”...

...Planning Director Norris said the shift from office tower to residential high-rise is “certainly consistent with our master plan policies, which try to increase the number of people living downtown.”

The latest development by Cowboy Partners in Salt Lake City, Liberty BLVD, is well underway and currently pre-leasing. The project replaces a former Wonderbread factory and will have 267 units and 4,000 square feet of commercial space on 400 South. The sprawling project has street frontage on 400 South, 700 East and 500 South and sits just west of the idiosyncratic Gilgal Gardens.

Haxton Place Apartments

The Haxton Place Apartments is framed out at 900 East and Haxton Place just south of South Temple. The three-story 39-unit project is much smaller project than originally proposed. Initially, the developers, Baron Equities, proposed a five-story 105 unit project which they argued fit well with the much taller towers to the north and south. These older, taller projects were mistakes not to be repeated, according to area residents, particularly those residing in the historic homes on Haxton Place which borders the project to the east. Earlier this year the Historic Landmark Commission approved the scaled-down proposal...

Mutual Beauty Mixed - Use Development

The 9+9 Mixed-use Development is actively under construction on the corner of Harvey Milk Blvd (900 South) and Lincoln Street in the heart of the Ninth and Ninth Business District. The project replaces a small surface parking lot and a building that had formerly housed a beauty supply business. A Conditional Building and Site Design Review was originally denied for this project, but the Planning Commission’s denial was overturned on appeal.

The three-story project will have retail and structured parking on the ground level below two floors with 28 apartments.

1105 East Development

Developers, Northstar Builders, have a new project under construction on the east end of the 9th and 9th Business District on the northeast corner of 1100 East and Harvey Milk Blvd (900 South). The project is a two-story commercial building that will house a law office and a design firm and is less than a block to the east of the another Northstar project, the recently completed two-story commercial building on the northwest corner of McClelland Street and 900 South. The building houses Northstar’s offices on the second floor and the Alamexo Cantina and real estate office on the ground floor.

Another missing middle project is now underway in the Marmalade/West Capitol Hill neighborhood. Construction will soon start on the 2nd and 2nd Apartments at the northeast corner of the 200 North and 200 West intersection. The project replaces a long-vacant mechanic’s garage that was previously the home of the Car Care Center. Crews demolished the garage earlier this month.

The mixed-use project will have seven residential units and one commercial unit in two buildings. Each building will be three stories with townhome-style residential units...

On Wednesday the Salt Lake City Planning Commission approved a Conditional Building and Site Design Review (CBSDR) for proposed mixed-income development that will serve the Native American Community. The development, the Book Cliffs Lodge, is a four-story, 54-unit residential development proposed for the southwest corner of West Temple and Paxton Ave in the Ballpark neighborhood.

“American Indians are one of the most underserved populations in Salt Lake City and America when it comes to accessing affordable housing,” said Anthony Guzman, a member of the Ute tribe and the executive director of the Urban Indian Center of Salt Lake...

...Because the project is just over a block from the Ballpark Station, the developers plan to have less than one parking stall per unit with 19 surface parking lots that will be directly east of the residential building. The ground-floor units will be walk-up units with adjacent patios. Ground floor Amenities will include a gym, lobby and ground-floor walk-up units at both the east and west façades...

Another one-story commercial building is being replaced. Crews have demolished the former City Creek Hearing Center on the 400 East block of 100 South to make way for construction of the 4Forty7 Apartments, a six-story residential development.

The apartments will replace the commercial building and an adjacent surface parking lot on 0.44 acres. Unlike the previous structures, the 4Forty7 Apartments will occupy the entire parcel with limited rear and side yard setbacks. Unlike most of the adjacent multifamily developments, the project will have no front yard setbacks and will be built right up to the property line on 100 South.

The development will consist of a two-story parking podium with four floors or residential units above. The project will units will be market rate with a mix of 55 studio and 31 one-bedroom apartments. The units will range in size from 400 to 650 square feet.

The parking structure will have just 49 stalls including several electric charging spots...

Downtown Update - 2018 could be a big year for the Gateway

In the development community conversations about growth in 2018 tend to include a common theme, growing out-of-state interest in Salt Lake City. The increasing presence of out-of-state firms can already be felt in the city, with residential mixed-use projects like 4th West, the Hardware District and the Morton and proposed downtown commercial towers like the Millennium Tower and the Patrinely Group’s twin 11-story buildings.

For leasing agents, Lance Pendleton and Andy Moffitt, growing out-of-state interest will also an integral part of The Gateway Mall’s revival at the western edge of downtown Salt Lake...Late last year Vestar announced multiple new tenants including a new cafe from local coffee roaster La Barba and the biotech company Recursion Pharmaceuticals. La Barba will occupy a space near the Olympic Fountain. Recursion will move from the University of Utah’s Research Park into the former home of Dick’s Sporting Goods that Vestar will convert into over 100,000 square-feet of office space.

While new tenants announced in 2017 have been a mix of local and out-of-state companies most of the tenants expected to be announced this year will be coming from out-of-state, especially from Salt Lake’s neighbor to the east, Denver.

Both Moffitt and Pendleton cite Denver’s Union Square as inspiration for the type of tenants that would best fit the revised Gateway and have been working with their company’s Denver affiliate to find potential tenants. The team is in talks with several popular Denver nightlife destinations that are planning to expand to Gateway and would occupy spaces around the Olympic Fountain...

...Both men promise some big tenant announcements to be made this year as interest in The Gateway grows. Some new tenants will include a 25,000 square-foot coworking space, a food hall with around 10 kiosks, several small tech companies and nightlight options not typical to the region. Additionally, a four-star boutique hotel will occupy the former Union Pacific Train Depot building with additional rooms to be constructed to the west of the historic structure. “Everyone wants to see The Gateway succeed,” said Pendleton...

...On Tuesday, council and Housing and Neighborhood Development staff will brief the council on a Housing Trust Fund loan request from First Step House, a nonprofit that focuses on mental health, recovery treatment and housing for veterans and low-income individuals. First Step House is requesting a loan of $402,250 for land acquisition of a two-story vacant commercial structure directly north of their facility that treats and houses veterans on the 400 south block of 500 East.

The nonprofit plans redevelop the 0.2-acre site into a 40-unit affordable housing project. The units would be reserved for residents earning less than 30 percent the Area Median Income (AMI). The project would be the third phase of the First Step’s 500 East campus that when built out will add 115 affordable units to the market...

North Temple Flats

The North Temple Flats will include 70 market rate and 98 income-restricted units in the four-story 168-unit apartment complex at the intersection of Redwood Road and the I-215 overpass. The first of the three buildings appear to be framed out with the other buildings under way as well. The project will include 157 surface parking stalls that will be directly west of the buildings.

The Meridian

The 265-unit Meridian Apartments are nearing completion on North Temple just west of Redwood Road. The project includes two L-shaped four-story buildings that wrap around a clubhouse and surface parking just south of Sutherland’s Lumber. Exterior work is underway on both buildings in the market rate project.

Another crime-prone motel is poised to be redeveloped into a mixed-use, mixed-income project. On Tuesday the Salt Lake City Council, acting as the Board of Directors for the Redevelopment Agency of Salt Lake City, approved a $3.2 million for Housing Assistance Management Enterprise (HAME) to purchase and develop four parcels on the 1700 South block of State Street.

“The entire community is excited about this project, we hope it’s the first of four or five similar projects along State Street,” said Councilmember Erin Mendenhall.

HAME, in collaboration with the Housing Authority of Salt Lake City (HASLC), wants to build a four-story, mixed-use project with 108 units. The units will have a mix of 40 studio, 60 one-bedroom and eight two-bedroom apartments, 67 percent of which will be income restricted.

The project will also include 1,030 square feet of ground floor commercial space that would initially be used as community space but later converted to a commercial use as the demand for commercial increases in the area.

Downtown Update - City unveils revised design for women’s homeless resource center

According to city officials, the designs for the centers were revised after gathering input from workshops and public open houses last year. The designs focus on three themes, safety for both users and surrounding neighbors, design to mitigate potential negative effects and integration into the larger neighborhoods.

The 700 South resource center will occupy 2 acres and will replace what was previously a Deseret Industries and surface parking lot. The 61,229 square-foot center will be two stories and will house up to 200 women at a time...

City Updates - More missing middle coming to Sugar House and East Central

A wave of missing middle housing appears to be on its way in Salt Lake City. On Thursday, January 18th, the Salt Lake City Planning Division will feature five different townhome developments in an open house from 5 to 7 p.m. at the City & County Building.

Missing middle housing refers to mid-density housing like duplexes, townhomes, live/work units and courtyard apartments that provide more density than single-family homes but on a smaller scale than mid-rise multifamily developments.

The five projects will add a combined total of 24 homes to the Sugar House and East Central neighborhoods. There are over 170 townhome units currently under construction in the city with another 170 that could start construction this year. About half of the townhome units under construction will be for-sale units while about three-fourths of the planned projects would be for-sale units...



Downington Avenue Townhomes

Developers, Downington Place, want to build three attached townhomes on 0.28 acres at the southeast corner of the 1300 East and Downington Avenue intersection. The homes will be three stories a garage on the ground floor, living space on the second and two bedrooms and a study on the third floor. The homes will be energy efficient with solar panels on the roof.

The Cynthia Townhomes

Developers, CW Urban, plan to build a three-unit townhome project proposed for the 500 South block of 800 East. The Cynthia will replace a single-family home and 0.22 acres and is one the several townhome projects underway by CW Urban. As with their other projects like the Ruby, the townhomes will be three stories with a flex space room and two-car garage on the ground floor, kitchen and living area on the second floor and bedrooms on the third floor with second and third story balconies...

The 700 Horizon
North Rock Capital wants to build four attached townhomes on the 2400 South block of 700 East. The townhomes would replace a single-family home on 0.32 acres and will be two stories each. The units will have a kitchen, living room, office, half bath and garage on the ground floor. The bedrooms and a bonus room will be on the second. The middle units will have three bedrooms and two full baths and the end units will have two bedrooms and two baths...

The Mabel
Nineteen blocks up 700 East from the 700 Horizon is the site of proposed Mabel development, a six-unit townhome development proposed for the 300 South block of 700 East. The project is another townhome development by CW Urban and will replace a single-family home and vacant lot on 3.13 acres. As with the Cynthia, the townhomes will be three stories. The end units will have four bedrooms with a bedroom, full bath and two-car garage on the ground floor, living space and kitchen on the second and three bedrooms and two full baths on the third floor...

The Markea
The Markea will consist of two buildings on the two narrow side streets, Markea Avenue between 200 and 300 South, and Court Street between 800 and 900 East. The project is by Resonance Development and will include eight units on a 0.27-acre lot and a 0.14-acre lot. The larger building will front Marke Avenue and will include five, two-story townhomes. The second building will front Court Street and will consist of three, two-story townhomes. Both buildings will have the garage, half-bath, kitchen and living room on the ground floor, bedrooms on the second and loft space above the second floor...

Wells Mixed-use Development
The proposed mixed-use project replaces two commercial buildings on 0.39 acres and will consist of two, two-story buildings with 12 residential units and 14 commercial units. The developers are requesting front and side yard setbacks to allow the project to build up to the sidewalk level on both 1300 South and 500 East.

Both buildings will be mixed-use and will be separated by two walkways, surface parking and landscaping. The north building will front both 1300 South and 500 East with restaurant space, retail space and four smaller creative workspaces. The second floor will consist of four one-bedroom apartments. Each apartment will have one and one-half baths and a balcony. The building will have a significant amount of glazing on both floors with floor to ceiling windows that will increase the building’s transparency at the street level.

The south building will consist of eight residential and eight commercial units and will front the surface parking lot. Each floor will have four offices and four one-bedroom apartments on each floor. Each second-floor unit will have a balcony. The offices will front 500 East. Additionally, the south building will have a rooftop deck...

Central City South - High Avenue Homeless Resource Center

...The High Avenue HRC will predominantly serve male residents and will go located just east of 300 West on High Avenue (around 1500 South). The site is directly south of the Enclave Apartments, a 251-unit affordable housing development that opened in 2016.

That High Avenue HRC is one of two centers the city plans to build this year. A second, woman-only HRC is planned for the Deseret Industries site near State Street on 700 South. The High Avenue building will have 200 emergency beds and will predominantly house men. The two-story building will have the 160 emergency beds, dining area, kitchen, exam room, clinic offices, hygiene room, intake office, courtyard and storage on the ground floor. The second floor will include 40 emergency beds reserved for women, offices, a community room, programming rooms, a commons area, crisis rooms and a computer lab...

State Street’s revival is about to accelerate in a significant way. Developer and restaurateur, Sapa Investment, plan to build Food Alley, an eclectic mix of restaurants on the northeast corner of the 800 South and State Street intersection.

“Not only is there a need, but a want for a place like Food Alley,” said Mai Nguyen, CEO of Sapa Investment Group. “People need diverse places to eat, a community where they can gather and interact, and Food Alley will be an ideal destination to gather, socialize and enjoy food and arts that people in Utah may not have access to elsewhere.”


The site for the proposed Food Alley development is outlined in yellow. The project will front both State Street and 800 South.
Food Alley will consist of a mix of renovated buildings and new construction on an L-shaped 1-acre parcel that will front both State Street and 800 South. All together the project will encompass 48,000 square feet with 17 ground-floor restaurants and 21 artist lofts on the second level. Most of the new construction will consist of nearly 80 shipping containers that the developers have been acquiring over the past few years.

PEG Development announced that the AC Hotel Salt Lake City Downtown, the state’s first under Marriott’s AC Hotel brand, will open April 2018.

The hotel, on the southwest corner of the 200 South and 200 West intersection, is one of two buildings on the block underway by PEG Development. Directly west of the hotel is the Milagro Apartments, an eight-story mixed-use building that will share a plaza and parking structure with the AC Hotel...

...The AC Hotel and Milagro Apartments are part of an overall 2.5-acre development that will include 164 hotel rooms, 170 apartments and 16,000 square feet of retail. The project is a collaboration with Dallas-based Woodbine Development Corporation and Utah-based PEG Development. The Milagro is framed-out and will open later this year.

start construction next year on a 27 story mixed-use building currently referred to as the 370 Millennium Tower...
