Yes, Shawn, Madrid´s heat, and cold, is dry. Maybe it´s like southwestern of the US, very arid and dry, specially in summer. These days, for instance, we´re reaching values of only 15% of air relative humidity by the afternoon. By nights, this value increases to a range of 40%-60%. It depends on the day, naturally. As giovanni said it´s arid, as you can see in the pictures. Arid could be the right word.
On the other right, temperatures in summer are punctually too hot, with a few days with highest over 100ºF (38ºC), and lowest around 68ºF (20ºC). As you see not so hot as Phoenix, AZ or Palm Springs, CA. But normally, during the three months of Summer, rain doesn´t appear in Madrid, but only some isolated thunderstorms.
