The O-Train is currently 15 minutes but will be increased to 8 minutes sometime this year. We've already doubled the tracks and bought a new train fleet and we are currently testing the new trains/frequency (at night while the old system runs with the old trains/frequencies during the day).
As for your trip to Ottawa's VIA rail station, I can see how someone can be confused by the transit maps, indicating 20 bus lines for each station. It damn well sucks! That said, if you or anyone finds themselves using Ottawa's Transitways heading downtown, use one of the 90 series.
