What took developers so long to figure this out? UT has had student housing shortages for decades. Could have been a windfall for them years ago...

Until the UNO was written a few years ago, you actually couldn't replace some rundown housing with housing of equal density/height; the zoning was just that stupid. And many others could just be replaced at their current (very low) height, which made it economically insane to do so.
