Republic Park

Does anybody know what they are up to at Republic Park? They have dug a rectangle along 4th street and put what look like vertical plastic tubes in that are surrounded by sand or dirt. They seem to extend out past the sidewalk and out into the street a little. Is it a drainage thing?
