I guess that’s the crux of my question — do you need special approval to construct a grocery store as part of a development, vs just general “retail” or “restaurant” space.
Couldn’t you just build for 50k sq ft of space, call it retail for purposes of development and construction, and fill in the grocery (or pharmacy, or whatever) later?
