Yes, Phoenix is divided into "Zones," with different rules applying to different zones depending on their proximity to the airport. The Downtown Zone allows height in increasing increments as you get further west from the airport, as set out in this map. The heights are height above mean sea level, and Phoenix is at 1100' above mean sea level, so a height limit of 1600' is, as Buckeye Native noted, a 500' building height limit in the center of downtown.

The midtown area north of downtown has a similar rising height limit as you get further from the airport. At a certain point, if you get far enough from the airport, the only height limit is that you have to get FAA approval.
