Major housing boost for London as MoD frees up brownfield land

More than 100 hectares of precious brownfield land is to be freed up for redevelopment as part of a project to upgrade and consolidate Ministry of Defence facilities in Greater London, it was announced today.

The flagship 'Project MoD Estates London' (MoDEL) will combine operations from a number of Defence sites in the capital at RAF Northolt.

As well as providing new first-rate facilities and reducing running costs, the project will also free up land within the M25 on which thousands of new homes could be built.

Defence Estates, the MoD's property management Agency responsible for Project MoDEL, has been working in collaboration with English Partnerships, the government's national regeneration agency, on pioneering work with Local Authorities, the Greater London Authority, other Government Departments and Strategic Governmental Bodies to ensure that every effort is made to maximise the potential of the surplus sites.

Speaking at the contract award ceremony, Derek Twigg said: "The MoD is making a £180 million capital investment at RAF Northolt to provide world class facilities for our Service personnel.

"I am delighted that we are able to not just improve the quality of life for our personnel but to release over 100 hectares of predominantly brownfield land can be used to provide thousands of new homes for London."

Ken Livingstone, the Mayor of London, said: "As London faces increasing pressure to build thousands of new homes the release of so much brownfield land on which they can be built is excellent news.

"Our population is expected to grow by 800,000 over the next decade and building on our precious open spaces to meet this demand is not an option.

"So wherever we can recycle existing brownfield sites to accommodate more housing is good for Londoners and for the sustainable development of our city."


Bill Oliver and David Bowler of VSM Estates, the company which has been awarded the larger of the two Project MoDEL contracts, said: "We are committed to providing high quality facilities at RAF Northolt, which offer best value for money, whilst delivering planning consents for the sites to be released which are robust and sustainable and which generate value over the long term.

"We will be investing significantly in infrastructure within and around the key sites to deliver plots of land primed for immediate development."

Marks and Spencer, Next, Debenhams and Waitrose are among High Street names which have already been signed up.

Jeremy Baker, marketing lecturer at London Metropolitan University, said footfall figures showed out of town shopping was growing while Oxford Street was stable.

"The danger for Oxford Street is White City will just cream off all the rich people of west London and the medium-income people, and they just won't struggle into Oxford Street," he told BBC London.

Mayor Ken Livingstone has suggested he would like to see Oxford Street pedestrianised, with a tram running from end to end.

The new shopping centre has 400,000 people in just ten minutes travel time. There are also EIGHT times the national average of people in highest income quintile. While Next/Marks and Debenhams is not going to concern Selfridges or John Lewis. The rumour that one of the Malls will be much more exclusive with not just Armani but Barneys of NewYork, which will act as a honeypot for other exclusive stores, and will have bigger effect on Central London.

It is also rumoured that House of Fraser is sniffing around, as they have announced they are closing their High Street Ken store, following on from their closure of their Regent Street store they are now under represented in Central London. The biggest loser will probably be High street Kensington. While Whole Foods of the US is moving into House of Frasers old store, it is not quite the same draw as a department store, rents for the street have already peaked with Zone A rents falling from £300 to £275 in the last year. Hammersmith and Fulham could take a knock on rents as well.

But on the other hand this should push everyone into sorting out Oxford street. because by 2012 at the other end of the Central line a bigger Mall will be opening at Stratford. With both its Eastern and Western hinterlands facing competition it would leave Oxford street relient on North London as its prime hinterland. With little tube penetration south of the river, the town centres in the Southern suburbs are stronger. Compare the size of the shopping centres of Croydon, Kingston and Bromley to the anemic centres of North London.

I'm quite a fan of 20FC (Its the real marmite of the current city proposals ) & im glad its got PP.

Its worth noting that although it seems like its a bit out on a limb now in the future I would predict there will be more tall buildings between this & the main cluster (Infact if you look at that new bishopsgate rendering posted yesterday its not far off the rest).

Jef - Do you know where it mentions they intend to spec develop this asap as looking at there development pipeline right up to 2010 this isn't on it whereas New change, Park house (oxford st), Dashwood house etc are all on it.

This will get built & hopefully soon. Looking at there present piepline for the city they just have New St Square which is half let & should be complete by the end of next yr or early 08, One New change which should start before the years out & 1 wood st which has a pre-let already, so theres not that much surplus office space, especially for a company the size of LandSecs.The good thing about it being scaled back is that there is less office space to fill or find tennants for & the sites already empty.

Yeah I'm a big fan of 20 FC too, before I was worried about the height but now that they have cut it down I'm happier, it will still be a big presence when viewed from the south of the river but not the massive presence the bigger version would have been.

@london lad: I do not remember. LandSec will probably let us know in the coming days what their intentions precisely are. But a site left vacant costs money ... and LandSec has just completed the sale of buildings to fund a.o. this development.

LandSec 20/09/2006: "The intention is to go to the market to seek a pre-let of part of the building prior to construction starting on site."

Thats probably to be expected still I would expect them to get a pre-let sometime within 2007- Its would've been to easy for it to get pp & then start straight away- were used to waiting years for skyscrapers -lol.

They seem to be takig a different view from BL who appear to be developing a lot of ther short-mid term pipeline speculatively.

BL Land Sec
51 Lime St- Has pre-let New St Sq- Half pre-let- rest
2006-Ludgate West - Spec Bankside123- 1pre-let, 2&3 Spec
2006-201 Bishopsgate- Spec 1 Wood St - Has pre-let
2006- Ropemaker st- Spec One new change- Spec
2007- 122LH - Spec?? 20FC- needs pre-let
Dashwood House- Spec (when ithas PP)

As you can see BL has greater exposure. I hope Ropemaker doesn't tip them over the edge with too much space & delays 122LH. Lets hope not.With Land Secs they have a lot of space taken up already & not much activity in the central city core so it bodes well for 20FC.

With all the big property firms, BL , Land Secs, GPE, CWG & LMS they have good business plans with short, mid & long term development plans/pieplines so we can sort of guess what will go up when. Minerva had the total opposite buisness plan & was more of a hit & hope run firm which is why they seem to have come unstuck. Had they been brave enough & actually strated building the Minerva tower a year or 2 ago they could hev been first in now that the market has picked up- Silly Minerva.

GPE has today submitted the planning application for the 15-storey tower opposite Christ Chruch. The news follows the purchase of two other properties on the site they didn't own already.

And it seems during the outage that a major bit of news reported on Gothic's SSN site is that the shard has acquired full funding.

Actually not. The consortium will start working on site with PwC still occupying Southwark Towers. They have concluded some kind of arrangements with PwC. It means that there will be no further delays that
the 2011 deadline announced earlier this year.

Enabling works will start well before PwC leaves the building. But I agree we will really "feel" the development kickstarting with the demolition of Southwark Towers.

I find it a bit odd GPE have announced tey have submitted a planning application for Blackfriars road yet not announced the bigger scheme at Bishopsgate (The application is on the corp of Londons Website BTW but not associated documents)
