The link your provided did not speak of the status of the building (under construction), nor did it give the year of the start of construction. However, this link gave 2018 to 2021:

Others give a construction start for 2017. It seems the discrepency might be because it's a multi-phase development.

Find another source for me that gives the start of construction for the tower, and see if you can find an address or street for me.

Yes, the overall project started 2017, but the tower started 2018.
