Refugees in upstate New York cities

From today's NYT:

Utica is pretty well known for becoming a haven for refugees, and Buffalo has taken in 10,000 refugees over the last decade.

At first I thought it was a story about refugees heading to Buffalo so they can cross into Canada. For many refugees the US has become a transit nation rather than the final destination. Goof for upstate NY though.

Buffalo's West Side has become quite multicultural with the recent refugee influx.
