I presume this is your first adventure into real estate given the questions you ask?
If so, one way to find out who owns or what parties are involved in a certain land plot or parcel is to look up a tax GIS. Every "state".gov site should have them. Click on the parcel and find out the info. An example being ACRIS for NYC.
Most skyscrapers are financed by banks. Often they apply for loans. Some out of pocket depending on the developer, but the majority is due to bank financing. Also nowadays, eb-5 is popular. Without going into lecture mode and making this an essay on a pic sub forum, just read some of the threads.
