Yeah, 50 floors of fitness, dining, or shopping facilities just seems like overkill, in a big way.
Also, security would be an issue, with so many facilities in such a building open to the public. It's one thing to screen everyone who's just going to the observation deck. It's a whole other to do so to a whole lot of other people besides, who just want to eat, work out, or shop. A lot of people wouldn't stand for being subjected to airport style security just to go to a shopping mall, or do their workout.
And you would have to have some sort of security, otherwise there could be all sorts of issues, not just the threat of terrorism.
