I've always been against using mother tongue statistics for this reason--they're really misleading. Yes Vanier may be 45%-50% French according to this map, but in reality probably only something like 30% actually use speak French regularly.
You really know your demographics. That's pretty much bang on.

Quite a few members of my family are like this. They count as francophones in the official stats but other than sending their kids to French school (in some cases...) they don't do much to beef up the community by registering their kids for activities in French, buying books or toys in French, attending shows and such in French, etc....
