it does seem like that especially when you're as impatient as me
but if you really look closely they have made progress even to the exterior over the past month; the glass is (slowly) climbing, and more importantly they've added the steel supports (they look like little horizontal platforms sticking out of each floor on the north and south faces {west end}) which is what they're attaching that bump-out section of glass you see that has been moving vertical. Also they have been welding more bracing between the upper floors where I'm assuming more glass will be affixed... It looks like they've added a few cage looking things to the east face which form the vertical supports for the facade though it does appear that they stopped at 6 per side some time ago. Finally those columns have gone up on the west end that presumably are framing out the cooling tower.
I look at that tower cam every day waiting for some ah-ha moment that never comes, but as the interior appears to be moving fast & furious they are indeed chipping away the part we all wanna see as well
Edit: I stand corrected, the facade supports on the east face have also continued to climb, they're now visible on the tower-cam so they're on the move as well
