Considering how many half-baked ideas there have been for downtown farmers markets over the years, this wouldn't surprise me in the least. The one at Manitoba Hydro is the only one I can think of that has actually managed to attain any traction in the last 15-20 years.
That said, there was never really much room for a market there, even before they tore down the squat building on Notre Dame next to it a decade or so ago.
