Either, or - as long as it's put to good use. The one thing I don't want to see is the building and parkade sitting empty for years making the area a dead zone. The big hurdle is the caveat placed by the original owners of the property discussed earlier in the thread. It has to be public use. Definitely not a park though.

Perhaps RRC could move into it? UofW? Those would be "public" uses.

Not sure about UofW but I don't think that RRC has the money to do any more renovations after what they spent across the street on the Patterson project.

It really sucks that the entire main floor is a blank wall for 3 sides of a block. And the design already looks dated to me.

but probably fits into the "disaster survival" that has to be built into new police stations now.

For example driving by and shooting into a brick wall does less damage than driving by and shooting out a glass fronted police station.

The cash never seems to stop flowing for RRC. After Patterson they are working on the Skill Trade building of some sort on their Notre Dame campus. They have also talked very little about their relatively new power to grant degrees. I suspect some more programs are in development on that front. It also seems that Notre Dame is going to focus more on the skill trades and the Exchange more on the office type of education. It is possible more programs will shift to the Exchange to backfill the Public Safety building. Perhaps if the new degree/programs falls through RRC could spin up some sort of vocational education high school program at the Notre Dame campus similar to the U of W Collegiate.

Makes sense... the province (like most provinces, I suppose) badly neglected colleges and the trades-oriented programming they offer for decades. By many accounts there is an undersupply of people with the kinds of skills RRC provides, so it's understandable that RRC will continue to be expanded.

Personally I'd love to see the PSB block get a new RRC building (which would really boost the critical mass of the downtown campus). I would have also said that a new City of Winnipeg office building would make good sense too, but I guess with the ex-Canada Post white elephant on their hands they should pull departments out of leased spaces and put them into that tower instead.

Putting them into that tower would make to much sense. City may aswell sell it for $1 and try to recoup off taxes for who ever buys it. Otherwise I am sure it will sit vacant for decades and turned into a parking lot.

I would love to see the courtyard at city hall enclosed by a stunning atrium, and the PSB redeveloped as some form of educational campus.

With staff now transferring over to the new location on Graham from the PSB and I believe 9 other locations around Winnipeg over the next 7 months, the thread is now a great place to discuss the PSB, New headquarters and the Canada Post building. which is now a huge question mark on it's eventual use/renovation or possible demolition?

I know for a fact that RRC wants to centralize most of its non-trades programs in one place (Exchange District Campus). That programs like business, communications, and computer sciences which are currently already there. Right now they still have several business programs at NDC, and some of the instructors have classes at both, which is brutal.

They also will be starting to convert some of those programs, for sure Creative Arts, into degree programs, possibly next year. For these, first year would be like U1 at U of M with classes in lots of different study areas, years 2 and 3 would be what the programs were before, and year 4 would be IPP/Advanced Design/etc, depending on what your major is.

In terms of the Canada Post office tower, filling it with City offices would provide an enhanced level of security over leasing the space out. With City offices and city staff a certain level of screening can be done to better protect the space. Leaving it open to lease for anyone it would, in theory, be possible for someone working against the police to setup shop there. For example, imagine the Hell's Angels setting up a retail shop on the second floor skywalk...

In terms of RRC expanded their degree programs, the mandate given to them, and all publicly funded post secondary schools (aka not Booth, not CMU) is new programs cannot be a duplication of an existing program. This would make it challenging for RRC to offer a degree in Nursing. Now say the medical imaging specialists (x-ray tech, etc) where the working education level is a degree, thos could be areas for RRC to expand. Their Creative Arts program though is a very muddy water though as they already offer a degree, sort of, through a joint program with U of W. Perhaps they have a MOU to unwind that and house it at RRC but I would guess that would mean giving U of W a permission for a new program of their own.

Now, the bigger question is with the U of M push for their own medical campus, might it make sense to transfer the health programs from RRC to U of M? A compromise there might be to allow RRC to expand their engineer diploma into a full technical degree, similar to what other technical schools offer.

The U of W degree you get from doing the joint program is a Rhetoric degree, this will likely be a "Creative Arts" degree, major in Communications/Graphic design, minor in Advertising, etc. That should make it different enough. RRC would like nothing more then to keep the whole program in house and not give $tudents back to UW. Plus, right now with the joint program, UW doesn't give you credit for 12 credit hours at RRC so you either have to do extra spring/summer courses before, or go back to UW after to get your degree.

Actually I would find the opposite of what you propose making just as much sense.. Lease to retailers, private offices that would find this building connected to one of the most secure, safe locations in the city.

The U of W/RRC joint program with Creative Arts grads is actually a Communications degree. A program focusing more on graphic design, advertising, etc would be in conflict with the U of M fine arts school. There is no easy way out of this corner for RRC other than an agreement to realign the focus of schools, ie give something to U of W to let RRC take back the Creative Arts program.

A little off topic but still related - when I was in junior high, we had a field trip to the Museum of Man and nature, planetarium and the concert hall, and our teacher guided us through tunnels that connected those to City Hall, the PSB and exited out of the parkade. Does anyone know if those tunnels still exist and if the public still has access?
