I guess it depends on does the city / WPD want to allow parking on Smith and Garry next to the new station.

Bollards will show down vehicles jumping the curb but allow passengers to exit vehicles.

Solid barricades provide both vehicle ramming prevention and some measure of blast deflection but prevent passengers getting out if they are installed at or near the curb line.

All of these requirements for new public safety buildings came up after the Oklahoma City court bombing.

That's why there is more brick / concrete and less glass in the design of these type of buildings. And apparently what glass there is has an impact resistant film to keep it intact if something hits it.

^^ It will likely depend on the purpose of the barriers. Are they solely for preventing vehicles crashing into the building or are they intended to also provide some level of hardening against a possible bomb blast. If it is the latter the bollards likely do not meet their requirements.

Yeah, your right. Pagtakhan was the councilor making the suggestion, Distasio was the UW prof. from the faculty of Urban Studies that wants to preserve or possibly renovate the PSB.

I agree, but as already mentioned, their are connections from the above gorund parkade to the below ground one.

More or less I'm just trying to say, the lack of inertia from City Hall on this file can at times be frustrating.

^ Nice pic. No way are those jersey barriers going to do anything to blastproof that building... it looks to me like their sole purpose is to prevent someone from ramming their car into the building. Hopefully they can get some much better looking metal bollards in there to do that job.

As pathetically as that whole WPS HQ file has unfolded, I have to say that I like the overall look of the building. I'm not normally fond of reclads, but now it looks like a modern building with shiny glass instead of the warehouse-like appearance of the solid brick wall that used to face the library and Millennium Park.

This is what Bowman was discussing as Biff mentioned earlier in the construction thread. He will create a commitee of sorts to discuss the potential plans going forward. The legal interpretation and it's outcome must be interpreted and settled before, even demolition may occur.

Newly unsealed court documents detail extensive allegations of fraud and forgery in the construction of the new Winnipeg police headquarters.

The documents allege Armik Babakhanians and “key staff members” of Caspian Construction “altered and inflated” invoices charged for the headquarters project and “manipulated” invoices for work completed on the Winnipeg Transit garage and other projects.

The allegations are contained in an RCMP search warrant application for Caspian Construction’s McGillivray Boulevard headquarters, executed in December 2014.

The warrant includes the allegations of a Caspian “whistleblower” who claimed Caspian and its subsidiaries altered invoices to pay for “personal expenses” and escalated costs on the headquarters project by bringing in friends as architects.

“An architect friend would act like a gate keeper so that it was easier to get approvals for different expenditures, that was the suggestion,” says the warrant.

The RCMP investigation into Winnipeg's new police headquarters involves allegations of fraud and forged documentation by the main contractor involved in the $214-million project, Caspian Construction, according to a 14-month-old search warrant.

The warrant, which allowed Mounties to raid Caspian's Winnipeg office in December 2014, also states the firm authored personal cheques to former Winnipeg mayor ‎Sam Katz.

The document, unsealed Monday, states the RCMP were told Caspian engaged in "numerous instances of improper invoicing and payments in regards to services rendered" during the construction of the Winnipeg Police Service's new downtown headquarters, RCMP Const. Marc Allard states in the warrant.

"Invoices are said to have been improperly associated to the WPS building when in fact the work was either done at other city properties, private properties or was not done at all," Allard states.

The warrant alleges Caspian president Armik Babakhanians defrauded the city of more than $5,000 and forged documents between February 2011 and December 2014. It also alleges Babakhanians and a Caspian manager created a forged document between February 2011 and August 2014.

The warrant also alleges Caspian Construction wrote 10 to 12 personal cheques to former mayor Katz, who was described by one Caspian employee as a friend of Babakhanians. A Caspian employee said she was told the cheques were payment for Winnipeg Jets tickets or concerts at MTS Centre. The largest had a value of $30,000.

"The cheques were sporadic, sometimes in the amount of a few hundred, sometimes in the amount of a few thousand and lately a larger one," a Caspian employee stated.

Katz defended the cheques as payments for use of his MTS Centre tickets. Even if that is true, maybe the Mayor shouldn't have been in the business of selling his Jets tickets to developers of massive city projects?

Pretty unbelievable actually!

If someone doesn't see anything wrong with the contractor on $100M city project giving a dozen cheques from as little as couple hundred dollars to $30K to the mayor, they have never heard the word "malfeasance".

Katz was always a small time hustler, it was just sad people were stupid enough to vote him in as mayor!

Ya that's what he says. He's a smart person. It's typical of business to do things like that. I'll pay you for this, as long as I get that. Preliminary info. But Katz would likely get off unless the RCMP have some sort of proof of something. Caspian on the other hand, seems to be in deeper doo doo.

Graft: a form of political corruption, is the unscrupulous use of a politician's authority for personal gain. The term has its origins in the medical procedure whereby tissue is removed from one location and attached to another for which it was not originally intended. Similarly, political graft occurs when funds intended for public projects are intentionally misdirected in order to maximize the benefits to private interests.

Katz pretty much admits it. He says people would call him because a concert or event was sold out and ask if he could get tickets, so he would. If they were his tickets, that one thing, but if the Mayor calls up True North and asks for a favour and then sells that favour to a developer....?

Sammy never cared about conflict of interest. I remember him promising to put the Goldeyes in a blind trust to eliminate the appearance of conflict. He made that promising while campaigning and immediately broke it when he won saying since he's not in conflict there was no point. He's a snake. I would LOVE to see him hauled away in handcuffs.

Katz should at the very least have his reputation in tatters after this investigation and (hopefully) criminal trial proceeds.

Hey wait a minute, if you go back to the 2004, 2006 and 2010 election threads there is plenty of chatter about how having someone with Katz's business acumen as mayor was going to be the greatest thing to ever happen to Winnipeg... how can this be? /sarcasm

Honestly, who didn't see something like this coming?
