If you look at the bases of the buildings in the plaza area, you see that the building have a small terraces. Could it be the terrace for the one under construction?

Its both the plaza and the 1-2 story buildings on the left or right side. They are a different structure from the towers. Everywhere except around the yet to be built tower of course.

That's correct. Everything is connected somewhat, but the building itself (2MW) isn't under construction yet, and hasn't been issued construction permits.

Morgan Stanley’s search for a 1.9M sf office comes with a catch

^^^ Didn't Morgan Stanley decide to renew their old lease? They were looking at the 2 WTC and a few others in Hudson Yards.

They own their current building, 1585 Broadway, but have space in 3-4 other buildings so they might have renewed a smaller lease somewhere else.

Alliance Bernstein could be the anchor here as they shift jobs to Nashville :

"...AllianceBernstein is in the very early stages of considering a relocation to the Far West Side, and sources told TRD that it’s shown an early preference for Brookfield Property Partners’ 2 Manhattan West, where the financial firm could be an anchor tenant that kicks off construction of the 2 million-square-foot tower..."

I hope the concourse is actually activated and doesn't become a sort of dead cavity. There are some planning rules that warn against that kind of "cul-de-sac" urban space.

False alarm, false alarm. It's the building getting the addition on 34th Street that has the crane. Nothing to see here, still no construction permit.

The view from the 60th floor, which is not yet built out and has been leased to consulting firm Accenture, shows views of Hudson Yards, downtown Manhattan and the Empire State Building.

The Skidmore, Owings, and Merrill-designed building, slated to open in the last quarter of 2019, is already 90% leased. Accounting firm EY has the largest lease there, signing up for 640K SF in the 67-story, 2.1M SF building last year. Law firm Skadden Arps, Slate, Meagher & Flom LLP has leased 635K SF, while Accenture and the National Hockey League have inked deals for 250K SF and 175K SF respectively.

The second ground-up office tower, Two Manhattan West, is currently in foundation and no leases for the 2M SF of available space have been announced so far.

Along with the new hotel, the two new office towers and the luxury rental tower, known as the Eugene, the $4.5B project features the Lofts, a 200K SF existing office building, and Five Manhattan West, a 1960s-office building Brookfield spent $350M redeveloping. Amazon and JPMorgan Chase are tenants in that building, which has made Brookfield at least $500M already. The Lofts will feature the Far West Side's first coworking space when Spaces opens its doors.
