New highrise to combine hotel/condos with art museum

Developers plan 44-story tower based on Kentucky project, but tailored to Austin

Another dramatic change could be on the horizon for Austin's skyline, as plans take shape for a 44-story tower that would combine luxury condos and a hotel that doubles as a modern art museum.

Developers today will announce a $200 million project at Third and Brazos streets that is to include a 21c Museum Hotel, the second such project following the successful opening of one last year in Louisville, Ky.

The project would have 209 guest rooms and 200 condos as well as a world-class contemporary art museum that would offer free admission year-round to allow the public to experience original art in a nontraditional setting.

Plans also call for a "fun, casual" restaurant with a menu to be created by acclaimed restaurateur and author Michael Bonadies. He is a founding partner of the New York-based group that owns and operates such famous restaurants as Tribeca Grill, Nobu and Rubicon. Bonadies helped develop the 21c concept in Louisville, which includes the vaunted Proof on Main restaurant.

The proposed condo tower would rank among the tallest planned for Austin, behind the 55-story Austonian and a 47-story tower planned by local developer Tom Stacy. Unit prices and sizes haven't been finalized, but they are expected to start in the $300,000 range and top $2 million. A five-story underground garage would hold 300 vehicles.

In keeping with the project's arts theme, about a dozen units would be available for rent at below-market rates to artists and musicians.

Condo residents would have access to hotel amenities, including a spa, a fitness center and an outdoor rooftop pool.

The building would have nine floors of hotel rooms on one side and condos on the other. The hotel would include a bar, board rooms, a ballroom, an outdoor sculpture garden and museum galleries. Rotating exhibits would showcase works from emerging and internationally known artists, from whimsical pieces to interactive displays and video installations.

The lobby of the Louisville 21c hotel features paintings, video art, photography and sculptures. One of the hotel's most popular attractions is a one-way mirror looking out from the men's urinals.

Pending city approvals, including a variance to build a structure with 779,000 square feet, the project could break ground in early 2008 and open in 2010. The site is now home to Whitley Printing Co., which will move. The existing facility could be demolished in January.

The project is a joint venture that includes Louisville-based Poe Cos. and its Austin partner, Ironwood Real Estate. Austin-based Urbanspace Realtors would be the exclusive listing agent for the condominiums.

Poe Cos. has developed and sold two hotel properties in Austin and is developing a 318-unit apartment and commercial project in the Teravista community in Round Rock. Members of the 21c Austin team have collaborated on other projects, including the high-profile Museum Plaza, a $480 million, 62-story mixed-use project that is scheduled to break ground on Louisville's waterfront in September.

The Austin hotel wouldn't replicate the award-winning Louisville one but would have its own local flavor and distinctive artwork. The art would include works by area artists and borrowed works from local collectors, as well as pieces from the private collection of Steve Wilson and his wife, Laura Lee Brown, which Wilson values in the $10 million range.

Wilson and Brown, both native Kentuckians, are arts aficionados and philanthropists who developed the 21c Museum Hotel and are the majority backers of the neighboring Museum Plaza. The couple was at the Venice Biennale, an international art exhibition in Italy, last week in part to look for pieces for the Austin hotel.

Wilson and Steve Poe, chief executive of the Poe Cos., said they expect the 21c concept to be well received by what they say is Austin's youthful, creative population. Noting the city's "Keep Austin Weird" slogan, Poe said, "Austin's the perfect spot. It's the anti-chain."

The project started coming together last year when Poe approached Ironwood, which has been accumulating downtown real estate for a number of years and had the Whitley site under contract. Poe, a fan of Austin, said he had been looking for another development opportunity here for some time.

Those talks led to a visit by Ironwood principals Matt Hooks and Scot Krieger to Louisville, ultimately leading to the formation of the 21c Austin development team.

Hooks' mother-in-law, Melba Whatley, is active in local arts and civic affairs and is helping Wilson and Brown with introductions to members of Austin's arts community.

The 21c Austin announcement comes amid a downtown building boom that has thousands of new residential units in the pipeline. They include three other planned luxury condo projects aimed at the same upscale market as 21c Austin and scheduled to open in the 2009-10 time frame: the W hotel and condos on the block north of City Hall, plus the Four Seasons residences and the Austonian.

The W would have 200 residential units, the Four Seasons 166 and the Austonian 195.

Some observers question whether downtown might end up with a glut of high-end condos, as has happened in some other major cities. But Poe and some local real estate developers and consultants insist demand remains strong locally as baby boomers, young professionals, empty-nesters and others seek an urban lifestyle.

"I think your market is pretty deep," Poe said. He noted that developers would have three years to sell units before the building opens, adding that selling 65 units a year is "not an unreasonable goal."

Charles Heimsath, president of an Austin-based real estate consulting firm that advised developers on the project, said strong pre-sales and reservations at both the Austonian and the Four Seasons suggest a solid demand.

"While prices at these projects are very high by historical Austin standards, they are comparable to similar product that has been selling well in Dallas and Houston," he said.

Somewhere in the neighborhood of 450' to 500' tall. From the rendering, it looks closer to 450'. But, things could change...

The Statesman did mention it would be the tallest behind the Austonian and 5th at Congress wich means it would have to be taller than the 360 tower.

I'm thinking it'll be between 450 and 500 feet tall. It could end up being taller, but the rendering seems to show it at ~475 feet or so. The building to the left in that rendering, just out of the frame, which is immediately west of this building, is 301 Congress. That building is 306 feet tall to the glass roof.

The article was actually trying to reference the height in total number of floors and not actually structural height.

Developers seek expanded FAR for 21c high-rise

Members of the Design Commission are scheduled for a briefing on the planned 21c Hotel project tonight.

As explained to the Downtown Commission last week, developers of the hotel are hoping to convince city leaders to grant them a greatly increased floor-to-area ratio than what is currently allowed for the property at 301 Brazos. The change would allow Art Commerce Entertainment Unlimited of Kentucky to build a 580-foot, 44-story tower east of the block where White Lodging plans to build a new Marriott hotel.

Attorney John Donisi of Drenner and Golden said he and developers are still in the process of working with nearby residents and the Downtown Austin Neighborhood Association. They eventually plan to go the Planning Commission for a zoning change on the property from CBD to CBD-CURE to allow an increase from the current FAR of 8 to 1 to a FAR of nearly 20 to 1.

The project will be similar to the existing 21c Hotel and Museum in Louisville, Ky., but with several elements reflecting the unique culture and history of Austin. Plans call for a 580-foot, 44-story tower to include an upscale hotel, condominiums and artists’ lofts, and a museum and restaurants.

“This is really trying to capture the theme in the 21c project that exists now…in terms of mixing art and commerce,” Donisi said. That will include reserving some of the approximately 200 condo units within the project at below-market rates specifically for artists. “The theory is that creative folks have been drawn to Austin for a very long time, and we’d like to be able to provide some housing in downtown that may not be accessible right now,” Donisi said. Final details have not been worked out on whether the below-market rate units will meet the city’s definition of affordable housing.

Those condominium units will be in the tallest portion of the tower, which will only occupy a portion of the site at Third and Brazos. Whitley Printing currently occupies the lot, but that business will be re-locating to make way for the new hotel tower.

“There have been a lot of redevelopment projects in downtown Austin, a lot of them located west of Congress Ave. and west of Colorado,” said Donisi. “We’re starting to see some projects moving a little bit over to the east, and this project we feel is well situated one block east of Congress and one block from the Austin Convention Center.”

The hotel will include approximately 220 rooms, but that portion of the tower will not rise as high as the condos. Donisi said the developers planned to comply with standards set out in the city’s Great Streets program and in Austin Energy’s Green Building program. Developers may also take steps to insulate the project from the noise associated with the downtown entertainment district. “We are being educated about loud noise by our friends at The Railyard,” Donisi said, referring to the condominium complex on Fourth Street. “That’s what they deal with all the time.”

Developers did not ask the commission for a recommendation but commissioners reacted favorably after asking a few questions. Art Commerce Entertainment hopes to begin construction on the $220 million project early in 2008.

Great news on the 21C. 580 to the roof will be a big boost to the skyline. 65 feet taller than the crown of Frost Bank Tower, 17 feet taller than the spire on 360, but it'll be 108 feet taller than the roof of 360, and 185 feet taller than One American Center.

Plans for this project have changed up a bit. They've decided to build on a different location than what was originally announced. Though the number of floors for the main tower went up from 44, to 49, it seems to be about 50 feet shorter than the original proposal. A 16-story hotel is also planned. And a future office or condo tower is also planned. They still own the property at 3rd & Brazos where the original proposal took place. I would imagine that site will be reserved for the office tower.

$350 million, arts-themed project is moving to neglected area on east side of downtown.

A high-profile arts-themed hotel and condominium project will be the first major project for the long-neglected Waller Creek area of downtown, developers announced Wednesday.

The 21c Museum Hotel and 21c Museum Residences, originally planned for Third and Brazos streets downtown, will be built on a new, larger site at East Cesar Chavez and Red River streets, along the banks of the creek.

Developers said the $350 million project on 3½ acres is expected to pump millions in property tax dollars each year into the city's project to build a flood-control tunnel along the creek and help turn the area into Austin's version of the San Antonio River Walk.

"I'm drinking the Kool-Aid about the whole Waller Creek area," said Steve Poe, president and CEO of the Poe Companies, which is one of the partners in the project. "This is the natural progression for the city. People gravitate towards parks and water, and that's what this is."

Work is scheduled to start in early 2009 on a 16-story 21c Museum Hotel, which will have 243 rooms and double as a contemporary art museum. The museum will be open free to the public year-round.

The hotel will be followed by a 49-story condominium tower with 295 residential units, and in the future, a 425,00-square-foot tower with offices and shops or more housing, according to the Poe Companies, a Louisville, Ky.-based real estate firm.

The company expects the hotel and condo towers to open in 2011. Prices have not been set for the condos.

The condo tower would rank among the tallest being built or planned amid downtown's residential building boom.

A 55-story condo tower, the Austonian, is under construction at Second Street and Congress Avenue. And local developer Tom Stacy plans a 66-story hotel/condominium tower near Sixth and Brazos streets.

Poe officials said the 21c project needs no city zoning variances.

Poe is teaming with Art Commerce Entertainment Unlimited and Austin-based Ironwood Real Estate.

Local developers Robert Knight and Perry Lorenz, along with partnerships controlled by Lorenz and Austin-based Twin Oaks Associates, are selling the land to the Poe Companies. All the sellers will be equity partners in the project, holding a minority financial interest.

The tract currently houses several older buildings, including a duplex and a club, Lorenz said.

The new project will generate more than $9 million a year in property taxes, nearly $2 million of which would be earmarked for city efforts to building the flood-control tunnel along Waller Creek. About $1 million of the county's portion of the taxes would also be dedicated to help pay for the tunnel, said Lorenz.

The city is banking on the $124 million tunnel project to open a large part of downtown to redevelopment.

"I think we're feeling the first wave of significant development in that area," Lorenz said. "My prediction is, Waller Creek from 15th Street to (Lady Bird Lake) and including the Rainey Street neighborhood will just be transformed over the next five to 10 years because of something the city consciously did. This is just the beginning, and something good is happening."

As longtime landowners with substantial holdings in the area, Knight and Lorenz, both major proponents of the Waller tunnel project, will benefit.

But Lorenz said more than self-interest is involved. He said the southeast part of downtown "has been pretty sad for some time, a stepchild. Obviously it is in my self-interest for the area to develop like this, but more than that, it's really in the interest of the entire city."

Poe said the new location was the one he originally wanted in looking for a site for a hotel/condo project last year, he said. But at the time, it was under contract to Australian-based Constellation Property Group, which had planned a luxury condominium tower and a hotel there.

Poe said he jumped at the chance to put the land under contract when Knight notified him it was available.

"It really allows us to do what we want to do," which is to create an arts-oriented destination spot with lots of green space, and in an area with views that aren't under threat of being blocked, being flanked by the convention center to the north and parkland and Lady Bird Lake to the south. And, he said, "we see the creek as an amenity."

"This is like that proverbial place in Central Park in New York City," Poe said. "That's what we're creating."

A key attraction in the project is expected to be its restaurant, which will serve contemporary American cuisine and has a big name behind it, Michael Bonavides, who was a founding partner of the restaurant group that owns and operates Tribeca Grill, Nobu and Rubicon.

The Poe Companies originally planned to build the project on a block formerly occupied by the Whitley Printing Co. at Third and Brazos streets. The Poe Companies still owns that site, where it plans a hotel project.

Austin City Council Sheryl Cole said the 21c project "begins to fulfill the promise that Waller Creek will become a world class destination. It is wonderful to already see a major return on our investment."

I'm not sure. It looks like it's all one building. I'm actually hoping they tweak the design on that part of the project. It looks like a 70s/80s glass box. That section of the project looks to be in the neighborhood of ~300 feet tall. So it would be fairly prominent, especially in that area.

The previously announced 21c museum, hotel and condo project is expanding and moving east to help anchor the Waller Creek redevelopment initiative.

The $350 million, 1 million-square-foot project is now being planned on a 3.5-acre tract at the corner of East Cesar Chavez and Red River streets. The 49-story tower expected to break ground early next year will include 295 condo units, a 243-room hotel, spa and retail and museum space.

The project was initially planned to be located at Third and Brazos streets.

Steve Wilson, chairman of project partner company Art Commerce Entertainment Unlimited, says the new site offers a better, more expansive location to blend the various components of 21c.

The 21c partners are buying the new site from a partnership that includes developers Perry Lorenz and Robert Knight, who will remain equity participants in the project.

The tower's focus on the arts will be evident through its artist lofts and new contemporary art museum. Twelve artist lofts will be made available at favorable rental rates for living and studio space. The museum will also provide a new venue for contemporary visual and performing arts.

The tower is being designed by a team of architects that include Deborah Berke & Partners of New York, Goody Clancy Architecture of Boston and Austin-based Susman Tisdale Gayle. Urbanspace Realtors are marketing 21c's condo units.

Construction is expected to begin in 2010 on the $128 million Waller Creek tunnel project. The long-discussed initiative will remove approximately 25 acres on the east side of downtown from the creek's floodplain, allowing for more dense development and the potential for a destination retail and entertainment corridor.
