It's precast concrete construction...Georgia State's newer dorm on Piedmont Ave/John Wesley Dobbs employed the same construction method.
The drawback of this construction method is the buildings often start looking flat unless it's detailed with the construction technique in mind.
The Georgia State dorm facade starts feeling really flat when you look at the lack of brick returns at the windows.
