it's so hard to photograph a city at night from an airplane. the plane is moving so fast and the shutter on your camera can only go so fast to absorb the light(otherwise you just have a dark picture). in the end you just have a blurry picture. i'm sure there's a way to do it, but every time i fly over a city at night i try to have a go and it's just horrible the very first one of chicago is amazing

I wonder why some large cities have taken an aggressive approach to lighting roadways and others havent? Is it for crime purposes or other reasons?

Different standards is all it comes down to.
You won't really find any differences within any particular country but the differences between them is what you're really noticing. There's 1.3 billion people here in China and you'd think that if anywhere would be lit up from the sky it would be here. It's not. Even within the cities the lighting is sparse. It costs less obviously but also the thinking goes that it's just not that necessary. If anything we've got way too many lights going in the West.
