A downtown mall will soon see a major upgrade in hopes of alleviating its worsening woes.

Portage Place mall will be “retrofitted” starting in 2021, and replaced with two 20-storey rental residential towers. New shopping and office spaces, as well as a pedestrian-friendly courtyard, are also included in the plans.

In an exclusive interview with Global News and 680 CJOB, Starlight Investments, which bought Portage Place earlier this year, says it’s time the embattled downtown mall gets a major overhaul.

“Well, it’s exciting,” said Glen Hirsch, chief operating officer of Starlight Investments. “We are looking at a meaningful revitalization of the SHED (Sports, Hospitality, Entertainment District) district in Winnipeg.”

The retrofit and addition of the rental housing towers will cost anywhere from $300-400 million and take four to five years, said Hirsch, and the towers will have 500 to 550 rental units of varying sizes. Starlight is also looking at finding a grocery chain for the space, he added.

It’s their hope, he said, that the new development will connect both ends of the mall and bring communities together in a safe environment, said Hirsch.

The glass and glazing effect means that “you have no choice but to see the people around you, walking with you and walking on the street below you,” he said.

The skywalk system attached to the mall will stay, but will be placed on the outside of the structure, said Hirsch.

Other elements, like eliminating closed-off spaces, will make the area safer, he added.

Hirsch said despite the many issues with Portage Place, the mall does not need to be demolished.

“I would say that it needs a lot of work. We’ve got a lot of ideas of how to reconfigure the space, particularly as we look at the interior,” said Hirsch.

“The mall was built in the late ’80s. The utilization of space like that has evolved.”

Josh Kauffman, head of development and construction for Starlight Investments, said there is opportunity with rental apartments in downtown Winnipeg.

“We’re going after a diverse demographic,” said Kauffman. Community consultations will include feedback from various groups that may want to rent the apartments, including students, Indigenous families, downtown workers and more.

That feedback will help the group determine sizes for the apartment buildings and how many bedrooms there will be. As for rent costs, it will depend on sizes and consultation, according to Kauffman.

On Friday, the city closed southbound Princess Street due to the "unsafe condition" of the Thomas Scott Memorial Orange Hall at 216 Princess St.

Heritage Winnipeg Executive Director Cindy Tugwell told CTV News she is in contact with the owner of the building who was renovating the building for mixed-use.

Tugwell says excavations to the basement caused the building to lean precariously.

A battle is brewing between two major developers and the city’s airport authority — and it’s putting hundreds of millions of dollars at stake.

On one side is Shindico Development and Cadillac Fairview, the owner of Polo Park Shopping Centre. The two developers have teamed up and are hoping to build a sprawling commercial and residential series of highrise and low-rise buildings near the mall.

But the Winnipeg Airport Authority says allowing more residential construction in the area would impact its ability to do business and increase potential noise complaints when it expands. The WAA wants to add a third runway to expand the lucrative freight sector.

For two years, the developers have been trying to get their proposal in front of a city committee and show city councillors what they believe the future of the area could hold — a mixed-use space for Winnipeggers to live, work and play in.

“We have the opportunity to do something really bold and we hope that we have the opportunity to do that without government funding, without any government help … but just to develop,” Shindico president and CEO Sandy Shindleman told Global News.

The plan could see apartment buildings around the perimeter of the mall, parking structures, office spaces and possibly assisted living units for seniors, Shindleman said.

The developers are looking to not just revamp the area, but to re-imagine the possibilities of the 80-acre parcel of land around Polo Park, from the north side of Portage Avenue, along St. Matthews Avenue and St. James Street and the west side of Empress Street.

“What you see at these sites is almost every spare square foot is able to be used for something if you allow that density,” Shindico’s Lawyer Justin Zarnowski said.

But it hinges on changes that would be required to happen before the proposal can move forward.

Residential construction is currently prohibited around the Polo Park mall site by a set of rules under the Airport Vicinity Protection Area Secondary Plan (AVPA). The purpose of the AVPA is to “protect the 24-hour air operations of the airport by limiting residential noise complaints.”

The report, heading first to the Assiniboia Community Committee March 3, recommends rejecting the proposal for this reason.

“Some components of the proposal are consistent with several Key Directions and Enabling Strategies of OurWinnipeg/Complete Communities…However, given the information available at this time, the Public Service views the potential risk of threatening the 24-hour air operations of the Winnipeg Airport and planned expansion of the airport as outweighing the potential benefits described above.”

Shindleman called this logic “nonsense.”.....

A post-tensioned concrete & curtainwall building, its panoramic views are unmatched within the historic district. This project is converting the top 10 office floors into 94 residential units. The building will receive an envelope upgrade which includes glazing the front half of the existing precast panels and the development of a hung amenity space balcony on the penthouse level.
