Only in Ottawa would this be an issue..but if anybody knows how to untangle the red tape and come out smelling like roses it is Chiarelli.

College Coun. Rick Chiarelli moved the motion for a city-initiated temporary zoning amendment, which still requires council approval. A theatre use, which is required to permit concerts, is not permitted under the current zoning, according to Chiarelli’s motion.

Last year, the 500-acre former Nepean National Equestrian Park and Ottawa Municipal Campground, which is owned by the National Capital Commission, was leased to the Wesley Clover Foundation, a non-profit organization founded by high-tech mogul Terry Matthews. His 33-year-old daughter, Karen Sparks, is listed as the park’s executive director.

Their vision for the property began as a straightforward revitalization of the equestrian centre. Some $30 million later, it now encompasses an outdoor education centre, recreation facilities for soccer, cross-country skiing, bicycling and other sports, and a space for community events.

Last week — when the Twain concert was announced — Matthews described the site as an “enormous, beautiful piece of property” located near the intersection of highways 416 and 417, “the single biggest junction in the capital city.

But Matthews stopped short of promising a permanent outdoor-concert pavilion similar to massive “shed” venues in the U.S.

Still, veteran Ottawa concert promoter Ken Craig, who’s on the facility’s board of directors and is producing the June 27 Twain concert for AEG Live, immediately recognized the park’s potential as a festival site.

It has the capacity for 25,000 to 75,000 people with plenty of room for camping, a feature that sets it apart from other large venues in town.

The NCC is apparently processing a federal land-use agreement to enable the site’s use as a venue for this event and Wesley Clover Parks has indicated a willingness to submit a zoning bylaw amendment application to permanently rezone the lands to include a theatre use should it be satisfied with the outcome of the Twain concert, Chiarelli told the committee.

Absolutely not. Unless your having a concert in a place like Chad, zoning and permits are the norm, especially in Canada.

Looks like they got the beautiful piece of public land at a discount, and now want to make money off of it. They better pay for this new use (via permit or otherwise)!

Ottawa Grassroots Festival looks to bridge French-English gap

The Ottawa Grassroots Festival is introducing a franco-Ontario night to this year’s festivities to try to promote collaboration between French and English speaking musicians.

The festival’s founder, Bob Nesbitt, said he has wanted to do something to bridge a gap between francophone and anglophone musicians in Ontario for a couple years.

“It’s an attempt to lower the barriers between the two solitudes,” he said. “I want this to be the start of a sharing. There’s a lot of great music on both sides.”

Nesbitt said there are too many marvelous musicians in each camp who do not speak to each other.

“The idea of two solitudes in Ottawa has bugged me for years,” he said.

The festival, which is entering its fourth year, announced its full line up at a launch party on March 11.

Among the headliners are Old Man Luedecke and Connie Kaldor. Old Man Luedecke, who will be playing on April 24, is a two-time Juno Award-winning singer and banjo player from Chester, N.S.

Stef Paquette and Eric Dubeau will headline the franco-Ontario event, on April 23, after Sarah Bradley opens the festival’s first night.

The volunteer-run festival has also launched a video initiative called the “Soundtrack Showcase,” that invites people to put their own music, spoken word or poetry to a three-minute video compilation of the event’s last three years.

“This is not a contest, as there are no winners or losers,” said Trish Murray, the festival’s volunteer co-ordinator. “Our aim is to encourage creativity. It’s open to all ages and cross-cultural. Add your original music, spoken word, poetry, jingle, remix or any other audio track you are inspired to create and have the rights to use to our video.”

The video can be found at the festival’s website and submissions will be displayed at his year’s event, which will be capped by two days of free music and family workshops and activities.

The festival is set to kick off the evening of April 23 at the Montgomery branch of the Royal Canadian Legion, at 330 Kent St., and will run through to April 26.

Kelly Clarkson on October 1. Country star? Really? She did collaborated on some and made a few (her husband is related to country singer Reba McEntire), but that's not the main music genre of hers as I know and I don't think the majority of the concert will be country. More like pop star than country star - Taylor Swift can go with both genre as star.

There are several bands I wouldn't mind seeing, but I'm more excited about the Dragon Boat Festival and CityFolk (lineup usually announced May or June). It will interesting to compare Bluesfest with Festival d'été de Québec, which is during the same time period.

They have yet to confirm the day by day lineup, so that list above is far from final. For example, there is no Weird Al Yankovic (though on his site, it says July 19th for Ottawa Bluesfest). Also missing is Simple Plan, they too are confirmed. Plus, Bluesfest website says many more to be announced, so this is just the initial lineup. Surely like every year, they will add more big names in a few weeks. But I agree, so far seems a bit weak, and lots of recycled names there. Why not add some first timers to the lineup, artists who have never played Ottawa before? Last year I had the full pass, this year I will settle for the 3 day pass. Or, a road trip to Quebec City

With a stellar lineup that includes rock legend Van Morrison, alt-country queen Lucinda Williams, roots travellers Wilco and Arcade Fire’s Will Butler, the inaugural edition of CityFolk can’t help but stand out from this summer’s crop of Ottawa-area festivals.

Conjuring a lineup that attracts attention was a challenge that executive and artistic director Mark Monahan rose to meet in his mission to transform the former Ottawa Folk Festival. The revamped version of the late-summer music festival takes place Sept. 16-20 in a spiffy new location: the Great Lawn of the recently renovated Lansdowne Park.

“I think that the festival scene is becoming very crowded and what I’m trying to do is to carve out a niche for this event that will get an Ottawa audience excited. That’s the first goal I had in mind,” Monahan said in an interview.

“When I look at the lineup, it can’t just be like every other festival. It’s about taking what’s out there and trying to figure out what is best given our location and audience. That’s where I start. We’re not going to bring in someone who’s been here in the last year. It can’t be the same thing.”

What’s more, the CityFolk lineup had to be different than that of RBC Royal Bank Bluesfest, too, the 10-day festival that’s been run by Monahan and his team for more than 20 years. They took over management of the folk event in 2011, moved it to Hog’s Back Park, put some new ideas into the programming and have been watching attendance grow ever since. Last year’s festival attracted a record crowd of 50,000, although organizers lamented the lack of infrastructure in the picturesque park.

Armed with audience surveys that show the folkfest crowd is slightly older than the throngs who attend Bluesfest, Monahan wanted a superstar artist to anchor this year’s program, to not only put the rebranded festival on the map, but also keep growing the attendance numbers.

“I wanted to bring in something really accessible to people that would be viewed as an international star, but attract a wide spectrum of people. I felt the lineup was coming together, but needed that one iconic name that would top it off,” said Monahan, who partnered with a U.S. festival to host the Moondance singer. The one-off shows are not expected to be part of a full summer tour.

A good chunk of CityFolk’s $1.5 million lineup was booked in conjunction with the Toronto Urban Roots Festival, whose creative director, Horseshoe Tavern owner Jeff Cohen, is originally from Ottawa and has known Monahan for years. TURF moved its dates to the same September weekend, and the festivals have teamed up to present performances by several artists, including Wilco, Avett Brothers, UB40, Lord Huron, Deerhunter, Passenger, Lucinda Williams and more.

In Ottawa, CityFolk kicks off Sept. 16 with a double-barrelled blast from the 1980s with UB40 and The Tubes. On Sept. 17, Avett Brothers share the stage with Walk Off The Earth, Lisa Leblanc, Wintersleep, Scarlett Jane and the Steep Canyon Rangers (without Steve Martin).

Van Morrison headlines Sept. 18, with Patrick Watson, Elle King, Amy Helm, Lee Harvey Osmond and St. Paul & The Broken Bones also on the bill. The Saturday, Sept. 19 schedule is topped off by Of Monsters and Men, but also includes Sheepdogs, Barr Brothers, Will Butler and more, while the festival’s final day, Sept. 20, features Lucinda Williams, Passenger, Wilco and more.

One tradition that’s been maintained from previous editions of the festival is the free programming. You will need a ticket to get to the main-stage concert bowl on the Great Lawn, but activities at the Aberdeen Pavilion are free. Marvest, an all-ages, family-friendly “musical harvest” will features local music, food and microbeer at the Pavilion.

The park’s Horticulture Building will also be pressed into service as an indoor, ticketed venue known as the Hort Stage. As part of the effort to minimize soundbleed into the surrounding Glebe neighbourhood, the main stage will shut down at 10 p.m. each night, to be followed by music indoors at the Hort Stage.

Being able to use the buildings at Lansdowne is one reason organizers are thrilled with the new, central location. Accessibility is another. “It solves a lot of issues we had at Hog’s Back in terms of people’s awareness of how to get there,” Monahan said. “The park has beautiful lawns, and a lot of things that Hog’s Back had but in a much more accessible location.”

Tickets go on sale at capitaltickets.ca at 10 a.m. Thursday, with a presale price of $99 for a full, five-day pass in effect until midnight ($199 for a VIP pass). Regular price for five-day passes is $149 beginning Friday.
