Outside consultant to oversee stadium development in Regina

The city of Regina plans to get what it is calling a fairness advisor to oversee the development of a new multi-purpose facility to replace Mosaic Stadium

The advisor would be an outside consultant to make sure the city's interests are protected.

The fairness advisor will report to city council.

Regina has put out feelers to the private sector, looking for someone to participate in the development plan.

So is this thing happening or not? Is there a construction timeline?

There is a scheduled update a week from monday. We'll find out then if the CP rail yards are still on the table. If so then they are not leaving until the end of the year.

Regina Mayor Pat Fiacco will give an update on the latest details in the stadium project next Monday.

"We will provide in chronological order, everything that has transpired since April of last year," Fiacco explained what will come out at the city council meeting.

Fiacco added the point that the city has made a lot of progress since the province handed over the project to the city this time last year.

"I think it's important that everyone be updated - especially individuals that seem to call this a phantom stadium," he commented.

This is why he said council will provide all documents relating to the billion dollar proposed facility.

Fiacco said some agreements are still not in place for the long-awaited project, but he expects to make another stadium announcement in May.

im gonna hazard a guess from what i've heard. open air, around 275-300 mil.

Something will have to leak out soon enough. Just from requests for the debt ceiling raise you can tell the thing will costs at least 150m I assume the Sask Govt is being asked to plug up that difference of 100m.

If that is the case IMO its just a money transfer. Regina will need money down the road to shore itself up if it decides to take on that much debt so quickly. This is just playing politics and pushing the Govt's financial obligation for the Stadium down the road.

Part of the request for raising the debt is for other projects as well, such as a new library and a new water treatment facility. The latter will most likely put the city in greater debt than the stadium.

To put this all into persepective though, Regina's debt ceiling is what... 200 million while Saskatoon's is something like 550 million.

your right they r increasing it for many other projects too. The water treatment facility will be at least 150 mil. The east by pass will be 250-300 mil. 200 mil debt ceiling is nothing compared to other cities like calgary with a 2.4 bil dollar debt.

The provincial government said in the leader post that the city if regina is asking for 230 million for the province portion of the bill.

This afternoon, the City has asked the Province for $230 M towards the project. Interesting to note that the entire $1 B RRI project is supposed to be 75% privately funded (thus $250 public funding). Bold move by the City of Regina - do they have any skin in the game here?

Maybe the city is in for 20 mil?? The difference between $250 and the $230 the province has been asked for. Just pure speculation on my part though..

That's my point. If the City can leverage $1 B from a $20 M contribution, that would be an amazing feat, and most impressive (considering RRI is their initiative).

I am just reading between the lines but I feel Fiacoo is not makign any sense on this. The province was approached for the 230 million for .. lets be real here ... the stadium.. with the debt level increase you can fish 50-75m to top off that. That would sound reasonable to me, with private money totaling 25-30m. That would sound reasonable and mirrors other projects done through out North America.

750m tho?... from where? The Stadium would make little money so why would't they just team up for the 750m and then use that to build it? If the private sector has no desire to build the Stadium and this package is in a larger context why wouldn't you use part of the supposed 750m? And if that much money is on the line for the private sector why won't they come out of the shadows? Where is the lobbying of the public to support the plan? 750m isn't small change, newspaper ads would be peanuts in comparison.

The money would be in development - either of the lands surrounding the stadium and the old mosaic site, or possibly other projects in the city of a transfer subsidy is given.

In Markham the lobbying is already being done by the private players involved in their Arena proposal to sway the public and NHL. Comparing our Stadium saga to Markham. They have land, and, partners with names ready all before Council even voted anything in. We still have no idea whom these mythical partners are and still are given unrealistic numbers to play with here. The public would be more warm to this if they we're more upfront and open.

Keep the Saskatoon vs Regina bullshit off here. This is a provincial endeavor just like the childrens hospital in Saskatoon is. How much provincial money was spent on Circle Dr bridge?

I am from neither city, never have been never will be.

This is NOT a provincial endavour, it is Regina wanting something and not wanting to pay for it....

The truth hurts, but Regina wants their stadium for $20 million? Get effing real.....
