I don't know if we can really accurately continue to say that anymore. It's too dismissive. Burlington is its own city now. Ancaster, Dundas, and Stoney Creek are suburbs of Hamilton, but not Burlington. It makes its own civic decisions, and it really no longer feels like a suburb of Hamilton, particularly with its recent development.
And the prevailing view in Toronto is that Burlington is essentially part of the GTA, broadly speaking--at least they seem to have expropriated it much like they did Oakville. There's been an enormous influx of Torontonians over the past five years in such nightmare developments as Thomas Alton Village, for example. However, there's no doubt in my mind that both Burlington and Hamilton's economic fate are yoked.
They should have their own forum, but one wonders if they care to have one.
