Phoenix area homes - differences in heating systems between home builders

Here in the Phoenix area, there seems to be a split on what type of heating system that home builders use. While nearly all builders (both tract and custom) will use an electric heat pump for communities without natural gas service, there seems to be a split on what to use for communities with natural gas service.

It seems that most (not all) tract home builders prefer to install natural gas furnaces for communities with natural gas service, while custom home builders will generally use an electric heat pump regardless of gas service availability.

Why is it with this split between tract vs. custom builders on the type of heating system used in communities with gas service?
