Four new projects underway at Mesa del Sol

While Mesa del Sol’s co-developer, Forest City Enterprises, may be looking to sell its interests in the master planned development, projects are still moving forward.

Three projects are in the works as the residential piece moves into its second phase, according to Mesa del Sol Residential Development Director David Newell.

The Portrait Park Pool, a 7,700 square-foot outdoor pool that is large enough for 76 people, is under construction. It was designed by Albuquerque’s slagleHERR Architects and should be completed by July 4.

The community pool is located next to Portrait Park, a 1.43-acre park that features turf area, a “founders wall” with the names engraved of the first 100 homeowners at Mesa del Sol, a shade structure, picnic tables, walking path and playground. The park is being developed by Head’s Up Landscaping and will cost about $1.1 million.

The $25,000 Aperture Bark dog park covers one acre and will be located adjacent to the Aperture Center. It is set to be completed in early May.

Newell said work on the second residential phase of 109 home lots is in progress and will be completed by the end of May. All three of Mesa del Sol’s homebuilders are involved — Rachel Matthew Homes, Pulte Homes and RayLee Homes.

“Things are great, builders are excited and we’ve had great traffic and people are coming out to look at what Mesa del Sol has to offer,” Newell said. Newell added that he expects about 500 people to come to a May 18 “Beer, Wine & Chocolate” celebration in partnership with the American Lung Association.

Mesa del Sol is a 12,900-acre mixed-use master planned community located on Albuquerque’s south mesa. In addition to Forest City, the project is being developed with other partners, including the New Mexico State Land Office and the University of New Mexico.

Vincent Garcia sentenced to prison in fraud case

Albuquerque real estate developer Vincent J. Garcia was sentenced to 27 months in prison Friday for defrauding a Topeka, Kansas, bank and an Albuquerque credit union out of $842,000 in 2007 in connection with his nine-story Anasazi high-rise project in Downtown Albuquerque.

Garcia was also ordered to pay $722,000 in restitution to the Federal Deposit Insurance Corp., which took a loss when it seized and sold the Oklahoma bank, and to First Financial Credit Union in Albuquerque, which lost millions of dollars in loans it made to Garcia and his companies.

Garcia pleaded guilty in 2011 to using more than $360,000 of a $16 million construction loan he had from Columbian Bank & Trust Co. of Topeka to invest in a casino in Washington state.

In sentencing Garcia, U.S. District Court Judge James O. Browning said he hoped the punishment would act as a deterrence to other business people so that “when things go south, they don’t cross the line.”

Prior to sentencing, Garcia, 60, acknowledged to Browning that he had broken the law.

“I and I alone am responsible for my actions. I had gotten caught up in my own promotions and goals,” Garcia told the judge. “I have chosen to learn a lesson and take full responsibility for my actions.”

Garcia and his companies had $16 million in loans from Columbia and $7 million from First Financial, Assistant U.S. Attorney Jonathan Gerson said during the sentencing hearing.

Garcia was indicted in June 2010 on 19 counts of bank fraud and money laundering in connection with the Anasazi and Copper Square, another Downtown building he owned. He pleaded guilty on Aug. 19, 2011, to one count of bank fraud.

Work on the Anasazi stopped in October 2008, about two months after the FDIC seized the Topeka bank. The unfinished building has sat vacant and boarded up since then. PEM Real Estate Group acquired the building earlier this year, and preliminary work to rehabilitate and complete it began in April. Albuquerque-based AIC General Contractor in handling the construction work.

Browning also sentenced Garcia to five years of supervised release, a type of probation, after he is released from prison.

Meetings will address bus services in city

GET/GIVE THE SCOOP ON UNM/CNM/SUNPORT BUS SERVICE: Three meetings this week will give Metro-area residents that chance.

Hosted by the Mid-Region Council of Governments, the meetings Tuesday, Wednesday and Thursday are seeking feedback on a list of potential bus routes. It’s all part of the ongoing UNM/CNM/Sunport Transit Study, which started in June and is expected to wrap up this fall.

A news release from MRCOG says “the UNM/CNM/Sunport area is the region’s largest activity center, serving more than 90,000 residents, students, and employees. It also houses UNM Hospital and several key stadiums and special events venues. While the area has excellent east/west transit service, a 2011 study found that there are key opportunities to improve transit access to businesses, jobs, classes, and other destinations along the north/south corridor.”

Those improvements could include “bus-only lanes that would allow buses to bypass traffic congestion, comfortable stations with real-time information displays, off-bus ticket purchasing, specialized buses, and unique branding.”

Study results will “form the basis for potential federal funding and implementation. The study will also provide land use and parking recommendations that will help support and encourage transit use to create a more vibrant corridor with more transportation options.”

The public can check out the preliminary list from 6 to 8 p.m. Tuesday at the Loma Linda Community Center, 1700 Yale SE; from noon to 1 p.m. Wednesday at the UNM Student Union Building, Lobo Room A/B; and from noon to 1 p.m. Thursday at the CNM Student Resource Center, Room 204.

Sunport aims to add business park, retail development along Gibson

Within two years, Albuquerque International Sunport officials hope to add retail development, and an 80-acre business park, to the north side of the airport along Gibson Boulevard.

The north side of the Sunport, by Puerto del Sol Golf Course, has been unused for several years. Commercial planes stopped using the north-south runway more than a decade ago, and last year the runway was officially decommissioned. That left the Sunport with 80 acres, on a busy street, that’s ripe for development, said the city’s director of aviation, Jim Hinde.

“We did what we called a strategic plan ... and what they came up with was a dual-pronged development there. The vast majority of it is research and development,” Hinde said. “But the property that fronts Gibson is ideal for retail and a possible convenience store.”

Traffic studies, said Jack Scherer, director of business development for the Sunport, show about 40,000 cars pass by the area daily, making it as busy as San Mateo Boulevard.

Though a retail site on the area would be a good first step, Hinde said, the airport is also looking to develop the rest of the property into an aviation-related business park, and possibly an aviation company incubator.

“Our big impetus right now is, we’re looking at increasing nonairline revenues out here. That’s why we’re looking at retail developments, and the foreign trade zone development, and ancillary services,” Hinde said.

The airport is self-supporting. It doesn’t receive any money from the city, and the Sunport needs to generate its own income.

The airport also owns about 70 acres of property west of University Boulevard that is designated a foreign trade zone. That property, though, is likely several years away from development.

“We have a fiduciary duty to develop the airport for long-lasting revenue,” Scherer said.

Developer to spend millions revitalizing retail center

A mostly vacant shopping center in Northeast Albuquerque is about to get some new life.

Accelerated Development has announced plans to remodel and revitalize the shopping center near the intersection of Interstate 40 and Eubank NE.

The center – known as Market Center East – is already home to Target but had gradually emptied in recent years to make way for a planned Lowe’s development, Accelerated Managing Principal Dave Cheatham said.

But Lowe’s changed its course, and Accelerated partnered with Q Real Estate to buy the 143,557 square feet of space from the home-improvement giant earlier this year. Terms were not disclosed.

Cheatham said the remodel would likely feature three big-box spaces and three to five smaller shops. He declined to say which retailers would be pursued but that the mix would complement Target – which owns its own parcel – and the Best Buy, Conn’s and Babies ‘R’ Us.

John Sedberry of Sedberry and Associates will handle leasing.

This is the first New Mexico development project for Accelerated, which has locations in Phoenix and Dallas.

“We think Albuquerque is a good solid market and it’s relatively healthy compared to some of its neighbors like Arizona and Vegas,” Cheatham said. “A lot of those markets have a lot of big boxes that are available – for example Phoenix has a glut of big boxes – and Albuquerque has done a good job of absorbing a large percentage of the vacancies that were created during the recession.

“And after you get Winrock (redeveloped), it’s really going to be a pretty tight market in regard to large spaces.”

Accelerated’s time frame for the redevelopment is 12 to 24 months, Cheatham said, and will include “several million dollars” in capital improvements such as new landscaping, storefronts, parking lots and signage.

The center will also get a new name: Market Center Crossing.

“We wanted to have a name that reflected that it’s a new project – we’re doing something updated from the old, tired, worn-out-looking project,” Cheatham said.

The thriving retail landscape in the center’s vicinity made it an attractive project, Cheatham said, citing the nearby Walmart and Sam’s Club.

“We’ve had pretty strong tenant interest,” he said.

UNMH backs off on new hospital for now

Uncertainty about how future Medicaid payments will be made is making the University of New Mexico Hospital delay discussions about a new hospital.

The Albuquerque Journal reported that UNMH won’t ask state officials to approve plans for its proposed $146 million hospital until a deal is reached between the state and federal government over New Mexico’s restructuring of its Medicaid program.

UNMH has said it needs a new 185,000-square-foot, 96-bed adult care facility because it doesn’t have enough adult inpatient beds at its current hospital.

If the state’s revised Medicaid program, known as Centennial Care, wins federal approval, UNMH officials told the Journal it would then resume its efforts on behalf of a new hospital.

A decision on Centennial care is expected this summer, the Journal reported.

Time to revisit underappreciated Albuquerque

The historic city of Santa Fe and the artist — and ski bum — haven of Taos get all the love when New Mexico is mentioned. But Albuquerque? Until the hit TV show Breaking Bad came along, I'm guessing most travelers didn't even give the state's largest city a second thought, and those who did were just trying to figure out how to get from the airport to some place else. Too bad they didn't know: Albuquerque is one of the West's most unique cities, a relaxed but interesting town that deserves a lot more attention. If you haven't visited lately, or ever, please do stop by. Here's what I like best about this city on Route 66.

Forest City lines up deal for Mesa del Sol stake

Forest City Enterprises Inc. is getting out of Albuquerque.

A spokesman for the $11 billion Cleveland-based developer said Monday that it plans to transfer its interest in Mesa del Sol in Albuquerque to its partner in the 13,000-acre master planned community project, the Covington Group Inc.

Forest City (NYSE: FCE.A) has been trying to sell its 3,000-acre stake in the project south of the Albuquerque International Sunport for more than a year.

Central Avenue transit meetings resume

The first of six dates in May for the public to chime in on the city’s plans for a Central Avenue Bus Rapid Transit concept begin tonight.

Officials in the city’s Transit Department and from ABQ RIDE are looking at a way to make public transit through the Central Avenue corridor more palatable to pedestrians, bicyclists and current and future businesses. Other U.S. cities have implemented BRT service with a variety of ideas, including the use of dedicated lanes for buses and strategically located stops.

City considering adding parklets

They’re called parklets and they could be coming to downtown Albuquerque if one local group gets their way.

Urban @ ABQ says parklets, or parquitos, as they plan to call them, will get more people to enjoy the outdoors.

A parklet is when a business takes one or two parking spaces and convert them into public spaces or a seating area. It’s an idea that’s catching on in downtown’s across the nation but not everybody in Albuquerque think it’s a good idea.

More companies consider New Mexico

When it comes to encouraging new companies to move to New Mexico, the state may have turned the corner.

“We’re not there yet, but it’s looking good,” said Steve Vierck, the president and CEO of the New Mexico Partnership.

According to new numbers released by the partnership — an economic development agency focused on marketing the state for company expansions and moves — the number of company prospects has increased nearly fourfold from a year ago.

Daly says economy has changed, but Mesa del Sol won't

A slew of local officials welcomed a changing of the guard at Mesa del Sol Tuesday afternoon, and they said they were confident the 13,000-acre master planned community would move forward.

Cleveland-based Forest City Enterprises Inc. announced Tuesday that it is selling its stake in the residential and commercial development in south Albuquerque to Covington Capital and Daly Real Estate Investments LLC. Word of the deal had begun circling in the local economic development community in recent days.

Daly Real Estate Investments Managing Partner Mike Daly, who has been involved in the project with Forest City since its inception, said he and Covington would not divert from the development’s original master plan, which is to bring businesses to the project as well as homes.

ABQ hires NYC firm to market city to businesses

The city of Albuquerque has hired a New York company to launch the first phase of a national campaign to market the Duke City as a place to open, move or grow a business, Mayor Richard Berry said Wednesday.

Development Counsellors International will head the first, three-month phase of the effort, which will focus on national publications like The Wall Street Journal, The New York Times, USA Today, Bloomberg and others, Deirdre Firth, manager of the Economic Development Division of the city’s Economic Development Department, said after Berry made the announcement during a speech to the Economic Forum of Albuquerque.

Peterson launches renovation of historic Simms Building

Peterson Properties bought downtown Albuquerque’s iconic Simms Building in February for $1.75 million and has launched a $5 million renovation.

The 13-story office building at 400 Gold SW is about 60 years old and has not undergone any significant renovations or upgrades until now.

Doug H. Peterson, principal at Peterson Properties, said the family-run company has never taken on a project like Simms.

7-11 expanding Downtown Albuquerque location

As Downtown Albuquerque waits for its first grocery store, expected to break ground this fall, the corridor’s 7-11 location is set to expand.

The 7-11 at 401 Copper Ave. NW, just off the 4th Street Mall, is expanding into an adjacent 400 square feet, said Bob DeFelice, who owns the 2,200-square-foot space next to the 7-11. DeFelice said the additional space became available when restaurant La Quiche Parisienne Bistro relocated a couple of months ago.

Developers propose doubling size of Downtown grocery

The proposed Downtown grocery store could get bigger.

The developers of the new grocery store Downtown on Tuesday presented ideas to the Downtown Action Team for doubling the size of the grocery store planned.

Blueprints from Geltmore Inc. show that the plan is to build a four-story building with 21,840 square feet of retail space on a larger footprint. The number of apartments above the store also nearly doubled, to 61. The grocery store itself will grow from 6,000 square feet to 11,555. It will have 27 parking spaces.

Long signs deal to acquire Downtown’s Hyatt Regency

Albuquerque hotel operator Jim Long and his longtime business partner Chris Smith have signed an agreement to buy the 395-room Hyatt hotel building in Downtown Albuquerque, Long said Monday.

The hotel, built in 1990, is one of Albuquerque’s most recognizable landmarks.

Long said he and Smith expect the deal to close in the next 60 days. He declined to disclose the purchase price or the name of the seller company.
