I can see DTLAs skyline growing in all directions with the special exception of east into skid row. Unless a couple dozen super-concentrated homeless services are magically relocated to politically impossible locations thoughtout the county, that tent city isn't going anywhere. Who would ever wanna build there to attract businesses, families, ground floor retail, honestly anything? Homelessness is a part of urbanity but DTLA is just a different beast and skid row specifically doesn't even belong in a discussion outside of the developing world.
I'd love to hear a viable scenario where skid row is no more.
